盛達資源(000603.SZ)擬1.8億元對金業環保增資
格隆匯12月30日丨盛達資源(000603.SZ)公佈，公司為落實董事會確定的聚焦金屬資源產業鏈、推動“原生礦產資源+城市礦山資源”的發展戰略，擬以人民幣1.8億元對湖南金業環保科技有限公司(“金業環保”、“標的公司”)進行增資。此次增資完成後，公司將持有金業環保49%的股權，成為其第一大股東。2019年12月30日，公司與交易各方簽署了《投資合作協議》。
金業環保位於享有“中國銀都”、“全國循環經濟示範縣”、“國家涉重金屬類危險廢物集中利用處置基地”稱號的湖南省郴州市永興縣，是一家對含重金屬、工業固體廢料等危險固體廢物進行環保處置及綜合回收利用的高新技術環保企業，主要通過提供危廢處置服務收取處置費、危廢中鎳、銅、金、銀、鈷、鈀等稀貴金屬的提煉銷售、冶煉廢渣製取工業巖棉（礦棉）銷售的模式實現盈利。
金業環保依託清華大學、中南大學等科研院校，堅持自主創新、跨界融合的技術路線，着重打造“環保+資源+材料”無廢閉合循環生態模式，旨在聚焦產業創新，重構固危廢全過程、全利用生態鏈，為無廢城市、生態文明建設提供無廢閉循環生態解決方案。
金業環保目前擁有管理、營銷、工程技術、研發、生產等各類專業人才80餘人，其在永興縣柏林工業園建設的“固體廢物無害化資源化綜合利用項目”，將採用火法及濕法結合的方式，對含鎳、銅及其它貴金屬的危險廢物進行精確冶煉，回收鎳、銅、金、銀、鈀、鈷等金屬資源，並利用爐渣生產巖棉，達到危險廢棄物全產品化、資源化的目的。項目建成後，將具備20萬噸/年重金屬污泥（固體危廢）處置能力及17萬噸/年巖棉生產能力。項目分兩期建設，一期為20萬噸/年重金屬污泥處置（四套富氧側吹熔煉爐）及巖棉生產系統（四條生產線），二期為鎳冰銅精煉及陽極泥處理系統。
該項目已獲得必要的行政許可，其一期首個10萬噸金屬污泥處理系統及相應的巖棉生產系統正在建設中。在二期工程濕法系統建成前，該項目除向產廢單位收取危廢處置費外，其回收再生的金屬資源主要為鎳冰銅及鉻鐵合金等初級產品，上述產品可向下游金屬深加工企業銷售，也可留存待濕法系統建成後精深加工。濕法精煉系統建成後，項目將產出電解鎳、銅粉、鉻鐵合金、碳酸鈷以及金、銀、鈀等稀貴金屬，此類產品均有穩定市場及購買方。此外，利用熔煉爐處理重金屬污泥產生的廢渣生產巖棉，實現危險廢物的全資源化利用，是本項目的創新之處。巖棉製品具有不燃、無毒、導熱係數低、吸音性能好，絕緣、使用週期長等特點，廣泛用於建築外牆、屋面保温以及工業製造領域的設備保温。項目達產後，金業環保將與湖南、廣東的建材生產及渠道企業合作，可實現穩定銷售。
