粵水電(002060.SZ)：擬投建粵澳(江門)產業合作示範區澳葡青年創業園基礎配套設施工程PPP項目
格隆匯12月27日丨粵水電(002060.SZ)公佈，公司與江門市崖門新財富環保工業有限公司(“崖門環保工業”)、江門市新會區泰盛石場有限公司(“泰盛石場”)組成的聯合體(其中，崖門環保工業為聯合體牽頭方，其他為聯合體成員方)中標“粵澳(江門)產業合作示範區澳葡青年創業園基礎配套設施工程PPP項目”。該項目靜態總投資約約22.67億元，其中納入PPP合作範圍的總投資為約19.44億元(最終總投資以PPP項目合同約定的實際投資額認定原則所確定的金額為準)，其中工程費用約12.84億元(具體金額以實際簽訂的合同為準)。
粵澳(江門)產業合作示範區澳葡青年創業園基礎配套設施工程PPP項目是由廣東省江門市新會區崖門鎮人民政府投資建設的項目，採用“政府與社會資本合作(PPP)”模式投融資建設，並採用DBOT方式運作。項目合作期為20年，其中，建設期5年，運營期15年。納入PPP合作範圍的總投資為約19.44億元，包含項目資本金和項目融資資金。
公司擬與崖門環保工業、泰盛石場共同出資設立項目公司，項目公司承擔PPP項目勘察、設計、投資、建設、運營維護等工作；合作期屆滿後將項目資產及相關權利等無償移交給政府或其指定機構。
根據項目實施方案等有關約定，項目資本金總額約為6.8億元(其中項目公司註冊資本為6.08億元)，公司、崖門環保工業、泰盛石場分別出資6803.81萬元、1.36億元、4.76億元，分別持有項目公司10%、20%、70%的股權。其中崖門環保工業和泰盛石場為一致行動人，合計持有項目公司90%的股權。為了項目的順利進行，公司擬以現金方式逐步向項目公司進行投資，投資額為6803.81萬元。
粵澳(江門)產業合作示範區澳葡青年創業園基礎配套設施工程PPP項目建設地點位於江門市新會區崖門鎮，主要建設內容主要包括：園區規劃範圍內的新建道路工程(包括道路新建、道路綠化、路燈照明等)、綜合管線工程(包括給水、排水、排污、電力、電信管溝等)、公共綠地工程(包括公共綠地及防護綠地)、公共配套設施工程、園區污水處理廠建設工程、土地整理工程及其他相關配套設施建設。
