神農科技(300189.SZ)：子公司南繁種業違建59棟建(構)築物 收行政處罰事先告知書
格隆匯12月18日丨神農科技(300189.SZ)公佈，公司全資子公司海南保亭南繁種業高技術產業基地有限公司(“南繁種業”)於近日收到保亭黎族苗族自治縣綜合行政執法局出具的《行政處罰事先告知書》(保綜法罰告字[2019]第12007號)。《行政處罰事先告知書》的主要內容如下：
經查，你(單位)於2013年7月21日在保城鎮七仙嶺毛介村委會排寮村以南75米未取得建設工程規劃許可證的情況下擅自開工建設的“七仙嶺神農谷南繁種業國際培訓中心”項目內59棟建(構)築物，總佔地面積21877.17平方米，總建築面積30081.94平方米的行為，違反了《中華人民共和國城鄉規劃法》第四十條的有關規定，依據《中華人民共和國城鄉規劃法》第六十四條的規定。保亭黎族苗族自治縣綜合行政執法局擬對你司作出沒收“七仙嶺神農谷南繁種業國際培訓中心”項目內違法建設的59棟建(構)築物，總佔地面積21877.17平方米，總建築面積30081.94平方米的行政處罰。
公司稱，以上項目修建性詳細規劃已於2014年1月通過專家評審並取得項目所在地——海南省保亭縣規劃委員會審批，2014年4月由保亭縣住房和城鄉建設局完成公示後報海南省住房和城鄉建設廳審批。2015年6月，中央全面深化改革領導小組第十三次會議決定，將海南列為全國唯一的省域“多規合一”改革試點。歷時數年，作為上位規劃的保亭縣總體規劃以及以上項目修建性詳細規劃近期才得以獲批，以上項目建設審批手續需重新進行辦理。但海南省保亭縣目前仍處於工程建設項目“雙暫停”階段(即暫停土地供應、暫停審批報建)，導致以上項目缺失規劃許可證、建設許可證等證照。公司正在加快完善相關手續。
鑑於上述情況，南繁種業已向保亭黎族苗族自治縣綜合行政執法局遞交了《行政處罰聽證申請書》，保亭黎族苗族自治縣綜合行政執法局決定於2019年12月23日舉行聽證會。
上述項目資產截至2018年12月31日賬面價值約2.73億元(經立信會計師事務所(特殊普通合夥)審計)，若南繁種業最終被處罰，將對公司淨利潤產生較大影響。
