粵水電(002060.SZ)聯合體中標粵澳(江門)產業合作示範區澳葡青年創業園基礎配套設施工程PPP項目
格隆匯12月16日丨粵水電(002060.SZ)公佈，2019年12月16日，公司收到廣東中科投資諮詢管理有限公司發來的《中標通知書》，相關內容公告如下。
該《中標通知書》確定公司與江門市崖門新財富環保工業有限公司(“崖門環保工業”)、江門市新會區泰盛石場有限公司(“泰盛石場”)組成的聯合體(其中，崖門環保工業為聯合體牽頭方，其他為聯合體成員方)為“粵澳(江門)產業合作示範區澳葡青年創業園基礎配套設施工程PPP項目”的中標社會資本方。該項目靜態總投資約22.67億元，其中納入PPP合作範圍的總投資為19.44億元，根據該PPP項目預中標、成交公告中的《粵澳(江門)產業合作示範區澳葡青年創業園基礎配套設施工程PPP項目合同》，包括固定資產投資15.14億元(工程費用12.84億元，工程建設其他費用1.18億元，預備費用1.12億元)，土地徵拆遷費用3億元，建設期利息1.30億元。該PPP項目採用DBOT方式運作，合作期為20年(建設期5年，運營期15年)，回報機制採用“使用者付費+可行性缺口補助”回報方式，固定資產建設投資下浮率3.05%，合理利潤率7.99%。
根據招標文件，該PPP項目建設地點位於江門市新會區崖門鎮，主要建設內容主要包括：園區規劃範圍內的新建道路工程(包括道路新建、道路綠化、路燈照明等)、綜合管線工程(包括給水、排水、排污、電力、電信管溝等)、公共綠地工程(包括公共綠地及防護綠地)、公共配套設施工程、園區污水處理廠建設工程、土地整理工程及其他相關配套設施建設。
根據聯合體協議書，公司負責該PPP項目的工程建設，計劃在未來項目公司中所佔股權比例為10%；崖門環保工業負責該PPP項目的融資和運營，計劃在未來項目公司中所佔股權比例為20%；泰盛石場負責該PPP項目的融資，計劃在未來項目公司中所佔股權比例為70%。
