蒙草生態(300355.SZ)與國開行內蒙古自治區分行簽訂開發性金融合作協議
格隆匯12月5日丨蒙草生態(300355.SZ)公佈，近日，公司(“甲方”)與國家開發銀行內蒙古自治區分行(“乙方”)簽署《開發性金融合作協議》，旨在將雙方優勢結合，遵循市場化原則，建立新型的產業集團與金融集團全方位深度合作的新型戰略合作伙伴關係。國家開發銀行內蒙古自治區分行將根據國家宏觀經濟政策、產業政策和區域發展政策，發揮資金規模大、期限長、資金來源穩定、信用等級高和業務種類全面的多種優勢，結合貸款、投資、債券、租賃、證券等各類產品相結合的綜合金融服務，為公司的各類金融服務需求提供長期穩定的金融支持和全方位金融服務。
此次合作領域：雙方要響應國家精準脱貧、污染防治、黃河生態大保護和支持民營企業發展的戰略部署，共同研究確定納入重點合作的項目，在政策、產品、資金、資源和存款等方面給予優先考慮和傾斜支持。擬支持的重點合作領域包括：生態環境修復與治理、生態產業扶貧、政府與社會資本合作項目、黃河生態大保護項目、“一湖兩海”生態修復和“一帶一路”領域等，重點支持新巴爾虎右旗阿鎮(鎮區)水生態環境綜合治理PPP項目、和林格爾足球運動文化中心建設(PPP)項目、呼倫貝爾市十四冬周邊綠化PPP項目、烏海市生態建設PPP項目、烏蘭察布市創建國家生態園林城市綠化提升改造PPP項目和烏蘭察布市集寧區綠化工程PPP項目等。
雙方同意，在項目前期工作中加強合作，共同培育項目。甲方及時向乙方通報其項目前期進展情況，協助乙方做好項目前期的開發儲備工作；乙方同意為甲方項目前期工作提供諮詢、策劃等必要的金融服務支持，包括根據項目審批需要及時出具資金落實文件(貸款意向函或承諾函)。
乙方除本部及分支機構外還擁有國開發展基金公司、國開金融公司、國開證券公司、中非發展基金、國銀金融租賃公司等其他子公司，可為甲方提供投、貸、債、租、證等金融服務。乙方可提供的金融服務產品包括但不限於：基金投資和股權投資服務；銀團貸款、項目貸款、流動資金貸款、貿易融資等本外幣貸款融資服務；(超)短期融資券、中期票據、企業債、公司債、可轉換公司債券、金融債、境外人民幣債券、私募債券和中小企業集合票據等債券承銷服務；融資租賃服務；併購重組、投資諮詢、財務顧問等投資銀行服務；以及信用證、保函、保理、銀行承兑匯票、票據貼現、結售匯、資產管理等中間業務服務。乙方將積極為甲方提供投、貸、債、租、證等多種產品和中間業務的全方位金融服務。
上述協議的簽署，有利於公司與國家開發銀行內蒙古自治區分行整合雙方資源以取得良好的經濟效益，形成長期戰略合作關係，實現合作共贏，對公司未來經營發展有着積極的促進作用。此次合作的確立，國家開發銀行內蒙古自治區分行將根據公司各項經營活動提供全方位的金融服務，有利於提升公司融資能力以及資金管理能力，拓寬公司的融資渠道、提高融資效率，為公司各項業務的開展提供金融支持。
