東華能源(002221.SZ)與茂名市政府簽署《戰略合作協議》聯合打造大灣區氫能源產業鏈
格隆匯8月18日丨東華能源(002221.SZ)發佈公告，2019年8月17日，公司(乙方)與茂名市人民政府(甲方)、廣東省金輝新材料股權投資中心(乙方)友好協商，於一致同意簽署《戰略合作協議》。
根據披露，雙方將以綠色化工為基礎，聯合打造大灣區氫能源產業鏈。合作的項目將分期進行，相關投資方擬通過自有資金、發起成立產業基金以及銀團貸款等方式投資建設丙烷資源綜合利用項目，撬動新能源及新材料下游產業鏈。項目初步計劃選址於廣東茂名濱海新區吉達港區後方(位於茂名國家高新技術產業開發區內)。
啟動項目包括但不限於以下內容：
1、利用進口的高純度丙烷，採用世界先進生產工藝和裝置，一期建設2個5萬噸級液化烴專用碼頭及相應的倉儲罐區，2套丙烷脱氫(PDH)，3套聚丙烯(PP)裝置，總投資約140億元。二期建設2套丙烷脱氫(PDH)，3套聚丙烯(PP)裝置，總投資約100億元。
2、根據新區產業發展情況，三期利用4套PDH裝置副產乙烷氣和部分丙烷或丁烷配套建設相應產能的乙烯裝置、丁二烯裝置和聚乙烯裝置，總投資約160億元。
3、以聚乙烯、聚丙烯以及三元共聚(用於3D打印技術)等新材料研發利用，打造綠色環保新材料產業基地。
4、開展氫能綜合利用產業鏈研究，引進世界一流的技術工藝，推進氫能產業發展及應用；烷烴脱氫項目產生的氫氣與園區產業需求相結合，實現循環利用。
5、結合廣東省氫能走廊開展茂名市及周邊地區氫氣分銷、加氫站和LPG充裝站建設及運營等業務。上述啟動項目的建設與實施初步估算需土地約3800畝(不含生活服務以及後勤服務用地)，最終以實際需求為準。
規劃項目方面，對於啟動項目富餘的乙烯、丙烯、丁二烯和氫氣，乙方與甲方共同招商發展上述產品的深加工項目，生產其他綠色環保新材料(如高吸水性樹脂SAP、POE彈性體、特種聚氨酯、PC、ABS、碳纖維、3D打印耗材、複合材料等)，規劃用地約6200畝，同時預留2個5萬噸級液化烴專用碼頭。項目建成後，項目所在地茂名國家高新技術產業開發區綠色化工和氫能產業園將成為規模和水平居世界前列的新材料產業基地和氫能產業園。
公告稱，該協議為框架協議，其實施進度存在一定的不確定性，若雙方針對本協議約定範圍展開具體項目合作，將對公司未來業績產生積極影響。
據悉，茂名市未來的發展方向主要集中於新材料開發，新能源汽車和氫能利用三大領域進行，可結合東華能源丙烷脱氫副產的大量優質氫氣，在氫氣應用的領域尋求突破和主體的支撐，形成全產業鏈。東華能源的產業方向和茂名市的發展方向完全一致。
東華能源表示，項目建成後，公司的整體規模、業務結構、市場競爭和盈利能力等，均將實現質的變化。雙方合作項目將撬動新能源及新材料下游產業鏈。項目實施可為公司的戰略轉型和產業鏈延伸搭建良好的產業發展平台，為公司的產業升級和持續盈利能力的增強奠定基礎。
