特變電工(600089.SH)子公司擬投建塔國金礦一期項目併為其融資提供擔保
格隆匯8月16日丨特變電工(600089.SH)公佈，2019年8月16日，公司2019年第十六次臨時董事會會議審議通過了《公司控股子公司特變電工杜尚別礦業有限公司投資建設塔國金礦一期項目併為其融資提供擔保的議案》。
礦業公司已獲得塔吉克斯坦上庫馬爾克和東杜奧巴兩個礦區的金礦採礦權證；塔國金礦一期項目建設方案已獲塔國工業部、安監局和環保部等政府部門批覆同意。
依據廣東省地質局第五地質大隊提交的《塔吉克斯坦庫河東一區金礦補充詳查報告》，截止到2018年1月25日，上庫馬爾克礦區庫河東金礦(一區)(以下簡稱庫河東一區)總共探獲資源量：礦石總量（B+332（C1）+333（C2））1714萬噸，平均金品位2.03×10-6，金金屬量34.75噸。本次塔國金礦一期項目露天開採高品位氧化礦(氧化率≥70%)資源，氧化礦礦石量368.43萬噸，金金屬量11.308噸。
設計規模生產規模90萬噸年；項目設計工藝流程為三段一閉路破碎——堆浸——炭吸附——解吸電解——冶煉。建設內容包括採礦、選礦、堆浸、冶煉以及配套的供配電、給排水、採暖通風、土建、機修、自動化、環境保護、安全與工業衞生及消防等工程。產品方案：2#成品金；項目建設期1.5年；高品位氧化礦服務年限3.68年。
塔國金礦一期項目總投資41834萬元人民幣，其中建設投資38934萬元人民幣，流動資金2900萬元人民幣。本次投資建設的部分採礦設備、選礦設備及部分公輔設施可在後期金礦項目建設中重複利用。塔國金礦一期項目以礦業公司為主體投資建設，資金來源為股東向礦業公司增資、礦業公司銀行貸款等方式解決。
根據可行性研究報告，按年產2#成品金1.278噸，成品金260元克價格測算，該項目服務年限內年均銷售收入3.32億元，年均利潤總額6613.18萬元(享受塔國免除相關税費政策)，靜態投資回收期(税後)2.94年(不含建設期)；按年產2#成品金1.278噸，成品金300元克價格測算，該項目服務年限內年均銷售收入3.83億元，年均利潤總額1.17億元(享受塔國免除相關税費政策)，靜態投資回收期(税後)2.6年(不含建設期)。
為支付前期杜尚別火電站建設等相關款項，保障金礦一期項目建設，礦業公司增加註冊資本4800萬美元，由公司及特變集團按持股比例向礦業公司增資，其中公司增資3360萬美元，特變集團增資1440萬美元。
