世邦魏理仕:放宽按保带动置业需求 支持中小住宅楼价

行政长官林郑月娥今日(16日)发表任内第三份《施政报告》,世邦魏理仕大湾区及香港研究部主管陈锦平回应称,报告重点仍然侧重住宅房屋政策,至於商业用地政策未见着墨。其中提及邀请香港房屋委员会研究重建旗下的工厂大厦为公营房屋,当中涉及两幅位於九龙东原先打算兴建写字楼的商业用地,该行预料此举将会间接减少区内130万平方尺实用面积的潜在商业楼面供应。

在住宅房屋方面,从《施政报告》中的政策可以看到政府解决房屋问题的决心,透过现有政策并加大力度,例如增加「白居二」配额、预售居屋和「绿置居」单位、推出第二个「港人首次置业」先导项目等等,多方面增加房屋供应。此外,放宽九成按揭保险的楼价上限有助港人置业,唯此举同时可能带动更多置业需求,为中小型住宅楼价提供支持,从而抵销部分可能因经济下行而为楼价带来的下行压力。

政府提出运用《收回土地条例》收回私人土地,政策为增加长远土地供应的方向正确,但相信过程比较漫长,并会遇上不少阻力,对中短期土地供应帮助不大。

推动房屋发展的计划亦提出多个公共运输基建项目,包括东涌线延线、屯门南延线及北环线这三个铁路项目,预期可以改善新界北及离岛交通,将能为居民提供更多交通选择,减轻现时东铁线的负荷,长远支持新界北的楼价。
