《施政报告》林郑:「公共交通费用补贴计划」每月补贴上限提高至400元
行政长官林郑月娥发表《施政报告》,指出公共交通服务因营运成本上升而需要调整票价,市民亦因此须负担更高昂的交通费。为此,建议三项纾缓交通费压力的措施。
第一,优化今年推出的「公共交通费用补贴计划」,把补贴比率由现时超出400元的每月公共交通开支的四分之一提升至三分之一,并将每月补贴金额上限由现时300元提高至400元,政府每年提供的补贴金额将由23亿元增加至约31亿元。
第二,在交通情况许可下,减轻市民、公共交通营办商及运输业界使用政府收费隧道和管制区的费用。随着屯门至赤(鱼立)角连接路海底隧道及将军澳–蓝田隧道在未来两年相继落成,往来大屿山和将军澳的交通将分别得以分流,亦为豁免有关隧道收费提供契机。政府建议当屯门至赤(鱼立)角连接路海底隧道於2020年年底通车时,政府豁免新隧道和青屿干线的收费。同样地,亦建议当将军澳–蓝田隧道在2021年年底启用时,豁免新隧道和将军澳隧道收费。
第三,香港的离岛渡轮服务经营困难,政府自2011年起为六条离岛渡轮航线提供特别协助,以维持服务和减轻票价加幅对乘客的影响。政府会扩展这些措施至另外八条离岛渡轮航线。上述14条航线每年的补贴开支约2.6亿元。政府亦会在2021年往後约十年间,分两阶段为11条渡轮航线全面更新船队及采用更环保船只,预计涉及购置47艘新船,以提升服务质素和推动环保。
