高盛:金管局首度下調港銀逆週期緩衝資本 助管理所面臨挑戰
就金管局昨(14日)於收市後宣佈將銀行逆週期緩衝資本(CCyB)比率下調50個基點至2%,即時生效,為當局自2016年引入逆週期緩衝資本以來首度下調。金管局指各項經濟指標及其他有關觀察顯示,現階段下調CCyB比率,可讓銀行有更大空間加大力度支持本地經濟。高盛發表報告表示,上述措施顯示港銀面臨經濟環境會較預期為差,下調銀行逆週期緩衝資本,料可為港銀提供資本緩衝,有助其管理所面臨挑戰,續為企業提供貸款。
該行表示,評估金管局將銀行逆週期緩衝資本比率下調50個基點至2%,指其所覆蓋銀行核心一級資本充足率早已達到金管局對小型逆週期緩衝資本比率的要求以上水平,料緩衝範圍介乎4至7個百分點。撇除管理層無披露的緩衝,所覆蓋銀行在逆週期緩衝資本比率下並無壓力。
據官方數據,該行認為香港銀行體系貸款增長放緩,因貸款需求疲弱,同時企業對中港利率、港元與人民幣匯率預期,成了香港銀行體系貸款增長的關鍵因素。
