仲量联行:空置税在即新盘料加快推售 全年楼价看跌最多5%

仲量联行公布《住宅销售报告》指出,空置税实施在即,预料发展商将加快推盘步伐,并降低新盘叫价以维持高销售率。二手住宅楼价於年初至今,已上升3.7%,仲量联行预料全年楼价将下跌最多5%。

政府於本月初将空置税条例草案刊宪,期望於今年底前能获立法会通过。政府将向获发入伙纸达十二个月或以上仍未售出或期间有超过六个月未租出的一手私人住宅单位,徵收相等於物业应课差饷租值200%(约相等於楼价5%)的空置税。

仲量联行资本市场部资深董事莫凯杰称,空置税的出台时间正值市场气氛偏软和本地经济前景欠佳,大量新盘推出将影响楼市。发展商若要维持高的新盘销售率,将难免要进一步调低叫价。由於新盘及二手市场相互影响,该行预期,这最终将导致二手住宅楼价下跌。

他续称,政府最新统计数据显示,截至6月底,一手住宅市场约有10,000个空置单位,相等於2018年底整体市场空置单位的20%。虽然新开徵的空置税只会对市场上小部分单位造成影响,但发展商将会於新税项正式实施前加快推售新盘,因此,仍有助在短期增加供应以满足殷切的市场需求。

仲量联行研究部主管马安平表示,长远而言,由於发展商料将避免兴建销售周期显着较长的豪宅,故空置税将有助增加中小型住宅供应。

据报,新地(00016.HK)原定於旗下古洞南住宅地兴建90座洋房,但最近已计划改为兴建1,573个住宅单位。

在楼市转差的情况下,8月住宅成交量持续减少。土地注册处的数据显示,8月住宅成交宗数按月下跌15%至4,084宗。

仲量联行中小型住宅指数於8月按月下跌0.3%,按年则跌0.6%。
