华商国际海洋控股(00206.HK)成功将两台海上钻井平台光船租赁给Constructoray
格隆汇9月16日丨华商国际海洋控股(00206.HK)发布公告，本公司已成功将两台海上钻井平台光船租赁给Constructoray Perforadora Latina,S.A.deC.V.旗下子公司PERFORACIONES MARITIMAS LATINAS.A.OFC.V.，用于墨西哥国家石油公司Petróleos Mexicanos的业务运作。钻井平台是以背靠背光船租赁的方式，由中集来福士船厂提供，于2019年9月11日在中国山东烟台中集来福士海洋有限公司—龙口船厂交付。
钻井平台的型号为两台Friede & Goldman JU2000E自升式移动钻井平台，已经以具有市场竞争力的租金签订光船租赁合同，初期租约为一年半，期满后可延长六个月。
根据PEMEX的计划2019年将钻井平台数量增加为2018年的三倍，并在2022年以前将产量提高到30万桶╱天(BOPD)。CPLatina与PEMEX签署了一份合同，由PEMEX推进第三轮海上综合服务项目，以加快墨西哥湾原油的开采。
对于本公司来说，此次合作代表公司完成战略目标的一个重要里程碑，即在快速恢复的海工市场中为提升钻井平台资产价值发挥关键作用。同时为整合公司内部已有的产品、服务和实施能力提供了重要机会，也为发展高收益业务带来更广泛的机遇，以加强公司的长期可持续发展。连同今年年初已达成的四台优质自升式钻井平台光船租赁合同，加上此次两台即将前往墨西哥湾的钻井平台，公司自升式钻井平台租赁总数已达到六台。
据悉，PEMEX是墨西哥国家石油公司，制定了积极的6年开发计划：2019预算增加14%，2024年原油产量增加52%，2022年炼油产能增加5倍。2018年12月，PEMEX宣布对1个陆地区块和4个浅海区块（11-90米水深）进行招标开发，这些油田的快速开发将大幅提高原油产量，预计到2024年实现265万桶╱天的目标产量。因此墨西哥已成为当前全球海工的热点地区，钻井平台需求强烈，预计在2019年将有22-26条自升式钻井平台进入作业。
CPLatina是一家私人公司，在能源领域拥有70多年的经验。目前，它是拉丁美洲主要的地热钻探公司。CPLatina大股东是DelValle家族，拥有强大的银行、工业、化学品和分销业务能力。该公司于1947年开始作为地热钻探公司运营，现在已经发展成为拉丁美洲的主要地热钻探公司。
