《大行報告》高盛:對一部份農地引用《收回土地條例》 並不一定對主要發展商不利

高盛發表報告,近日本地報導指特首林鄭月娥對《收回土地條例》的態度軟化。該行認為,雖然《收回土地條例》的使用並非前所未有,但當前的討論可能會是更廣泛或更普遍地使用這種方法作為政府增加土地供應的一種選擇。

報告指出,據2018年6月立法會會議記錄,除了其他持續的私人土地公共住房項目外,政府估計目前約有500公頃的私人土地位於未來幾年的大型土地發展項目範圍內,包括橫洲發展計劃第一期,古洞北及粉嶺北新發展區等。例如,根據恆基地產(00012.HK)在今年上半年的報告披露,該公司在古洞北及粉嶺北新發展區擁有240萬平方呎農地用地,而其中20萬平方呎已轉換成住宅用地,未來仍會有更多地進行轉換。

該行認為,目前不考慮任何結果的可能性,但對一部份農地引用《收回土地條例》並不一定對主要發展商不利。

總體而言,該行指目前宏觀不確定性加劇及持續的經濟發展可能導致實體住宅市場未來更為動盪,更稱現時本港社會不穩情況若持續一年,會對本地發展商資產淨值帶來5%至31%的潛在負面影響,因此在上述假設下,該行所覆蓋的地產股股價存在逾20%下跌空間。
