发改委配合电力现货试点有序引导用电侧参与现货市场报价
国家发改委、国家能源局组织编制《关於深化电力现货市场建设试点工作的意见》,统筹协调电力中长期交易与现货市场,对於优先发电、优先购电,根据市场建设进展纳入中长期交易。
意见提到,配合电力现货试点,积极推进电力辅助服务市场建设,实现调频、备用等辅助服务补偿机制市场化,有序引导用电侧参与现货市场报价。
同时,建立促进清洁能源消纳的现货交易机制。非水可再生能源相应优先发电量应覆盖保障利用小时数。各电力现货试点地区应设立明确时间表,选择清洁能源以报量报价方式,或报量不报价方式参与电力现货市场,实现清洁能源优先消纳。
