《港樓》市建局:具迫切性檢討收購補償方案 已開展6個項目不受影響
市建局現有收購補償機制已沿用20多年,收購補償是採用「同區7年樓齡」物業的價格作參考,但由於近年樓價急跌,市建局屢現「高買低賣」。市建局行政總監蔡宏興在一個電視節目中指,檢討收購補償機制具有迫切性,亦認爲私人市場提出的收購價水平也具參考價值,但強調已經開展的6個項目將不受影響;他亦希望研究更多現金以外的選項,提供更多彈性予受影響居民選擇。
土地市場競投氣氛近年轉淡,蔡宏興表示,將研究不同方法增加招標項目的吸引力。例如可研究增加招標項目中分紅機制的彈性,亦可提高商業和住宅樓面的地積比彈性,讓發展商日後隨市況轉變再修訂不同元素的樓面面積。蔡宏興又提及,一些重建項目的前期工程可考慮提前由市建局先行着手,令發展商的風險管理更容易。
面對近期多個發展商將新盤「轉賣爲租」,蔡宏興表示尊重發展商的市場觸覺,又以中環ONE CENTRAL PLACE爲例,該個由信和集團與市建局合作項目近期轉爲招租,主要針對內地專才及商務旅客,他認爲能迴應住房需求,提升香港競爭力,且由於可透過融資處理,因此轉租不影響重建資金回籠,而若然租務市場持續火熱,不排除更多項目轉租。
截至3月底,市建局擁有約200億元的現金流,資產淨值逾430億元。蔡宏興重申,市建局財政狀況健康,有能力推動已開展的6個項目,惟當局會審慎理財,有能力才啓動其他新項目。
