輔助生殖技術有望納入醫保，行業景氣度持續提升

事件：
近日，國家醫保局答覆提案時提出，目前已將符合條件的生育支持藥物，如溴隱亭、曲普瑞林、氯米芬等促排卵藥品納入醫保支付範圍，提升了部分患者的用藥保障水平，將逐步把適宜的分娩鎮痛和輔助生殖技術項目納入基金支付範圍，努力減輕不孕不育患者醫療負擔，提高醫療保障水平。
多地探索輔助生殖納入醫保及商保
2022年8月17日國家衛健委、國家發改委等17部門印發《關於進一步完善和落實積極生育支持措施的指導意見》，首次明確提出指導地方逐步將適宜的分娩鎮痛和輔助生殖技術項目按程序納入醫保(含生育保險)基金支付範圍。2022年5月，浙江省醫保局提出適時將輔助生殖相關技術醫療服務納入生育保險支付範圍。2022年4月江蘇省醫保局表示將對涉及輔助生殖診療項目的支付類別等問題進行專門研究。2022年2月湖南省醫保局稱將逐步探索將醫保能承擔治療性輔助生殖技術按程序納入醫保支付範圍。將輔助生殖技術納入醫保有望擴大該技術惠及的不孕不育人羣，緩解家庭的經濟負擔。
多地探索生育補貼，生育支持政策配套進入落地階段
2022年1月17日，國家統計局公佈2022年末全國人口141175萬人，比上年末減少85萬人，人口自然增長率爲-0.60‰，2022年全年出生人口956萬人。面對人口老齡化加劇、大齡育齡婦女佔比提升、初婚初育年齡增加等挑戰，未來輔助生殖的需求或將進一步增加，多地探索生育補貼。2023年1月深圳衛健委公開徵求《深圳市育兒補貼管理辦法》意見，擬發放育兒補貼，生育第三孩三年累計補貼1.9萬元。山東省濟南市計劃按照生育政策對23年1月1日以後出生的二孩、三孩家庭，每孩每月發放600元育兒補貼至3週歲。
輔助生殖行業景氣度提升
黨的二十大報告提出要優化人口發展戰略，建立生育支持政策體系。2022年10月國家衛健委召開人口工作座談會上指出要加快建立生育支持政策體系。輔助生殖是生育保障的重要技術手段，對促進人口長期均衡發展意義重大。在人口結構變化、不孕患者增加、輔助生殖技術滲透率提升的背景下，政策支持體系日益完善有望進一步提升輔助生殖行業景氣度。
發揮中醫藥治療不孕不育的優勢，加大人才梯隊建設
國家衛健委、國家中醫藥局要求進一步加強婦幼領域中醫藥工作，爲有生育需求的夫婦提供優質的中醫藥服務。目前，國家中醫藥局正在編制健康中國行動中醫藥健康促進專項行動實施方案，鼓勵中醫醫院開設優生優育門診，提供不孕不育診療服務。鼓勵西醫婦產科臨牀醫師學習中醫，鼓勵中醫醫療機構具有高級職稱的中醫婦科醫師多點執業。
