消息:港府擬推出「三隧分流」新方案 紅隧東隧繁忙時段或加價20元
消息指,有關3隧分流方案將第三度提交予立法會,據悉港府已交代初步立法時間表,料12月提交至立法會交通事務委員會,明年2月進行首讀,並爭取明年8月收回西隧專營權後,冀同步實施新方案。
消息指,港府認為原本提出的三隧分流方案並不再可行,計劃連同「擠塞徵費」計劃,提出新方案,改名為「不同時段、不同收費」方式;其中,西隧收費將繼續高於東隧和紅隧,而東隧和紅隧繁忙時段收費,或加價多20元。
消息表示,政府曾進行一項調查,了解怎樣改變駕駛人士的出行模式,結果顯示,若加價20元,分別約兩成人士會轉用公共交通,或轉用其他隧道;如果加30元,其比例會升至約四成。結果亦顯示,如果繁忙時段收費加20元,約兩成人士會改變使用隧道的時間;若加30元,比例則升至近五成。
消息指,在參考調查數據後,政府初步提出,在繁忙時間,紅隧和東隧的私家車收費各加價20元,分別為40元和45元;由於社會期望西隧減價,當局初步建議會減5元至10元,即是有機會為65元至70元不等。
消息又指,政府考慮到商業車輛會為社會帶來經濟貢獻,其中巴士載客量多,因此會減巴士隧道費;至於的士就全日劃一收費,以免出現爭拗。
至於有意見提出,政府收回西隧專營權後,應該在凌晨時段取消收費,消息透露,當局擔心會吸引原本無計劃凌晨過海的駕駛者使用隧道,因此最多只會在凌晨時段減價,並未有打算免費。
消息預料,政府今年12月將向立法會交通事務委員會提交建議,相關修例會在明年初首讀,期望西隧專營權明年8月到期前,在暑假前完成立法。當局亦期望新法例保留彈性,容許政府日後毋須再經立法會審議,都可以上調或下調隧道收費最多15元,並調整繁忙時段的時間。
