俄羅斯：已償付美元債務，但不保證投資者能收到
昨日備受全球金融市場關注的，除了美聯儲加息進程，還有俄羅斯債券事件。
現在美聯儲已經如期宣佈加息25基點，俄羅斯也啓動了到期債券利息的支付程序。
據俄羅斯國際新聞通訊社（RIA Novosti）報道，俄羅斯財政部長西盧安諾夫週三表示，已經對到期美元債券利息支付進行了處理，付款指令已發送給通常處理此類交易的美國銀行，但存在現金無法通過的風險，無法保證投資者能收到。
據CNN透露，這是因爲俄羅斯用來償還債務的資金來自已經被凍結的俄羅斯海外資產。
俄新社也報道稱，俄羅斯財長西盧安諾夫稱，由於俄羅斯政府和央行的海外外匯賬戶遭到制裁凍結，美元息票支付有可能到不了債券持有人手裏。
西盧安諾夫在接受今日俄羅斯（RT）採訪時表示，俄羅斯已經履行了對債權人的義務。Siluanov對此指出：“以外匯履行我們義務的可能性或不可能性，並不取決於我們”，並警告稱，如果美國不允許，這筆付款可能無法通過。
西盧安諾夫還指出，俄羅斯擁有足夠的錢來償還債務，但是在西方國家對其外匯儲備實施前所未有的制裁後，俄羅斯難以獲得其中大約一半資金，總計爲3150億美元。
關於外界對俄羅斯債務違約的擔憂，Siluanov在本週早些時候曾對今日俄羅斯（RT）表示：
聲稱俄羅斯無法履行其主權債務義務是不真實的，我們有必要的資金來履行我們的義務。
此前據央視新聞報道，3月14日西盧安諾夫表示，西方國家企圖通過凍結俄羅斯外匯儲備的做法人爲製造俄羅斯的違約行爲，但俄方擁有備用資金用於履行與國家債務有關的義務。
然而據彭博社報道，沒有跡象表明債券持有人已收到現金。
歐洲的債券持有人和美國的一位債券持有人表示，他們在各自國家的營業結束時沒有收到美元現金，並且不知道是否以美元或盧布向俄羅斯賬戶支付了款項。
持有俄羅斯美元債券的道富證券 (State Street) 的ETF策略和研究主管Antoine Lesne表示：
目前情況仍然不穩定，自從制裁實施以來一直如此。
美國財政部已經確認，至少在5月底之前，不禁止俄羅斯償付美元債務。
