市建局韋志成:庇利街項目中標價具競爭力

市建局行政總監韋志成在網誌中表示,市建局在6月展開今年度第二個重建項目—土瓜灣庇利街/榮光街發展項目(庇利街項目)的招標程序,截標時接獲6份標書。經詳細考慮及評審接獲的標書後,董事會在剛過去的星期四批出合作發展合約,中標發展商恆基地產以近82億元投得是次項目。 他樂見這些標書的作價普遍具競爭力,而從中標價所估算的每平方尺樓面地價,相對市建局在6月完成招標程序的另一個位於大角咀、規模較細的發展項目,每平方尺樓面地價爲高,反映市場看好土瓜灣「小區發展」的發展前景。 他指出庇利街項目是「小區發展」內最大規模的項目,完成後提供約1,150個住宅單位,有關項目的發展協議較複雜,包括要求發展商根據整體規劃大綱,爲新發展項目的住宅、地庫、公衆停車場、綠化行人街道和道路網絡等設施,制定建造方案,令「小區發展」內項目與項目之間能發揮協同效應,以達致整體改善小區環境的裨益。因此,相對以往沿用「項目主導」模式興建的重建項目,市建局與合作發展商簽訂的發展協議,列明的規劃及設計要求亦較高。 他留意到有意見認爲,爲了滿足上述的要求,項目的招標條款亦更嚴格,結果減低發展商投標的積極性,影響回標數量和出標價的競爭力。爲此,他要求團隊全面分析這次庇利街項目招標安排在回標數目、出價以至項目發展協議的執行細節。他認爲項目回標數目與其他市建局大型項目相若,而中標價亦與市場估值相若,在項目在落成後,市建局和恆基地產將共同營運和管理其中的商業部分,爲期10年,相信有望發揮協同效應。(el/u) ~
