央視報道:多地積極推動房地產融資協調機制落地
央視新聞報道,中國住建部和金融監督管理總局近日聯合印發《關於建立城市房地產融資協調機制的通知》,要求各地建立城市房地產融資協調機制,及時研判本地房地產市場形勢和房地產融資需求,協調解決房地產融資中存在的困難和問題。 報道指出,目前多地已就房地產融資協調機制的落實開始採取積極行動。江西收到有關通知後,第一時間啟動相關工作,著手開始建立省、市兩級的房地產融資協調機制,進一步地細化明確城市融資協調機制的落實辦法、實施細則。 同時,重慶正著手準備重慶市房地產融資協調機制的細則,屆時將形成第一批房地產項目「白名單」。下一步,重慶將壓實區縣屬地的責任、行業部門的屬事責任、金融機構的社會責任、企業的主體責任,搭建政銀企溝通平台,精準對接項目融資需求,合力推進房地產項目融資落地。 住房和城鄉建設部表示,針對目前房地產市場的情況,房地產企業現金流緊張主要是因為兩個原因,一個是市場需求,一個是企業融資。為此,此次印發的通知,關鍵就是要解決融資問題。 住房和城鄉建設部政策研究中心副主任浦湛認為,此次通知明確,城市政府牽頭的協調機制的介入,有助於解決金融機構因過度避險導致的融資過度收緊問題,同時也通過搭建銀企溝通平台,減少了信息不對稱的影響,有助於解決融資過度收緊對正常開發項目的「誤傷」問題。
