《本地樓市》市建局:盛德街項目虧損近15億元 預告未來標價續受壓 恐拖慢收購進度
市建局土瓜灣盛德街項目由信置(00083.HK)牽頭財團以19.34億元中標,樓面呎價不足4,700元,惟市建局兩年前根據「7年樓齡」的收購補償政策,以每方呎近兩萬元向業主提購。
市建局行政總監韋志成於網誌坦言,項目中標價遠低於收購價,將錄近15億元虧損,結果實屬無可避免。他指,雖然中標價與早前市場約26億元的估值相比,仍有逾兩成差距,但認為在當前市況下,中標價仍算合理。
韋志成表示,盛德街項目樓面呎價約4,694元,較9月地政總署一幅啟德住宅用地作價跌逾13%,而這三個月內樓價只下挫約5%,可見樓市下行時,地價下調幅度遠比樓價大;由此估計,若外圍經濟環境沒有大改變,市建局未來推出招標項目的標價很大機會繼續受壓,投標收入將不足以抵銷收購成本,造成「入不敷支」,影響市建局未來數年的現金流,亦直接影響展開其他涉及業權收購的項目規模,以及收購時間表。
他表示,未來數年,市建局在九龍城、旺角和深水(土步)數個已展開收購的重建項目將陸續推出招標,若樓市下行未止,這些項目的投標價將繼續受壓;部分在樓市高位進行收購的項目,因「高買低賣」,有可能由盈轉虧。
他又解釋,盛德街項目做到地盡其用,重建後單位數量由約150伙增至約640伙,並顧全社會整體利益,因此即使項目虧損,仍批出發展合約。
市建局去年7月已預告或面臨至少150億元資金缺口,用盡借貸能力後,有需要才向政府尋求注資。局方今年7月公布,2022至23財政年度虧損逾35億元,並預計未來兩年收購高峰期間需960億元資金,2024至25年度起要向外借貸,已獲財政司司長批准把借貸上限由60億元提高至250億元,表明無意要求政府增加撥款。
