聯儲局巴爾:最近淨息差面臨壓力 美國銀行業仍穩健
美聯儲負責銀行監管的副主席巴爾周二在參議院銀行委員會作證時表示,美國銀行體系健全且富有韌性。
巴爾表示,今年3月發生銀行嚴重壓力已經消退,銀行機構的資本和流動性比率繼續高於最低監管水平。儘管最近淨息差面臨壓力,但盈利表現仍然穩健,並與疫情前水平一致。
巴爾重申聯儲局最近的監管建議,從資本要求框架改革到可能將長期債務要求擴大至更多銀行、擬議的資本規則預計將提高大型貸方的資本要求,新規則將公開徵求公眾意見六個月。
巴爾表示,聯儲局正研究如何透過央行貼現窗口和銀行定期融資計劃,在壓力環境下改善銀行獲得短期流動性的機會。而擬議的巴塞爾協議三立法將直接解決今年3月銀行業危機中看到的風險。由於與巴塞爾三規則相關,銀行針對小型企業持有的資本將比現在少,並補充指不會對信貸成本產生重大影響。
