據報「保交樓」2,000億人幣全國性紓困基金啟動
《央視新聞》早前報道指,住建部、財政部和人行等有關部門將出台措施,通過政策性銀行專項借款方式,支持已售逾期交付的住宅項目完成建設交付。
《財新》最新從多個獨立信源處確認,該專項借款初期規模達2,000億元人民幣,由人行指導國家開發銀行、中國農業發展銀行在現有貸款額度中安排,後續中國進出口銀行或會加入。中央財政將根據實際借款金額,對政策性銀行予以1%的貼息,貼息期限不超過兩年。
報道指,專項借款採取城市統借統還模式,即以城市為單位借入、使用、償還。專項借款計入地方政府債務。原則上,地方政府借款期限不超過3年。借款前兩年,利率執行貼息後2.8%的標準;第三年,借款利率漲至3.2%;若債務超過三年不能歸還,借款利率在第三年基礎上翻倍,且財政部將督促有關地方政府還款。
報道亦提到,監管高層明確提出,該紓困基金「不刺激房地產市場,不救助房地產企業」,資金最終嚴格限定用於各地已售、逾期、難交付的住宅項目建設交付,並封閉運行、專款專用。
