淘寶天貓啟動“儂好上海”20條，向上海商家推出精準紓困“組合拳”
助力疏通實體經濟“線上動脈”，4月29日，淘寶發佈“儂好上海”20條，向上海商家提供一系列精準紓困措施，幫助商家緩解現金流壓力、降低經營成本，儘可能加快復工復產速度。
在商家服務上，淘寶天貓打出了一套“加減法”組合拳。
一方面，在現金流上做“加法”。
4月8日-5月6日，上海地區的淘寶、天貓商家，可憑藉物流訂單信息免費享受“提前收款”服務，從而快速回籠資金；暫時無法還款的商家，可拿到延期還款券，免息延長一次還款期。
5月1日-6月30日，上海地區的1688誠信通會員商家將享受網商貸30天免息貸款服務。
另一方面，在經營成本上做“減法”。
阿里媽媽提供價值3400萬元營銷補貼紅包，商家可直接抵扣營銷推廣費；同時，阿里媽媽還開闢了為期兩個月的營銷復甦專屬流量池，每個月提供十億流量。
淘寶天天特賣將針對上海工廠型商家推出“產地節”活動。5月1日-6月30日，1688商家可在“商貿企業專區”和“工廠企業專區”獲得免費推廣資源。
聚划算將為上海商家提供價值2000萬元的營銷資源扶持，同時發起為期10天的上海購物消費節，幫助消費復甦。此外，商家可通過聚划算設立的24小時響應的“上海商家專項幫扶中心”，享受“一企一策”的定點幫扶。
為了最大限度緩解商家經營壓力，淘寶天貓還為上海商家專門做了平台規則的適時調整。因疫情導致延遲發貨而引發消費者投訴，商家可免責；商家退換貨的處理時效延遲到21天；淘寶還提供區域限售工具，商家可根據區域銷售情況和物流預期靈活調整發貨週期；商家的攬收及時率、到貨時長、物流顧客滿意度、商家退款退貨處理時長等指標，均暫不納入平台經營考核範圍。
除上述舉措外，為了暢通供應鏈、打通堵點卡點，淘寶天貓聯動菜鳥，優先解決上海商家的物流問題。
菜鳥緊急開通“南京-上海”和“嘉興-上海”兩條應急運輸幹線。針對貨源不在上海的商家，菜鳥提供分倉轉倉服務，保障訂單履約。菜鳥協同中國郵政、四通一達、順豐等快遞公司，對商家單量進行分層處理，提高商家發貨效率。此外，菜鳥還將採取包機、包船等非常規手段加大加快物流運轉速度。
淘寶方面表示，這一系列舉措，將從上海開始逐步在全國展開，“淘寶天貓平台、每一位淘小二，始終和每一位商家在一起，保經營、穩發展。只要大家齊心協力，共擔風雨、共渡難關，相信我們很快能找回上海熟悉的節拍。”
