The National Development and Reform Commission (NDRC) issued a notice on further improving the price formation mechanism in the coal market on Sunday, defining a reasonable range of medium-and long-term trading prices for coal (collectively referred to as thermal coal), which will come into effect on May 1. Among them, the reasonable price range of coal in Qinhuangdao Port (5500 kcal) is RMB570 to RMB770 per ton (the same below). The reasonable price range of Shanxi, Shaanxi and Mengxi coal (5500 kcal) is RMB370 to RMB570,320 to 520,260 to 460 per ton respectively, and the reasonable price range of Mengdong coal (3500 kcal) is RMB200 to 300 per ton. Recently, the NDRC made special arrangements to require the relevant provincial development and reform committees to attach great importance to it, guide and urge enterprises to strictly implement the requirements for signing and implementing medium-and long-term coal contracts, and take practical measures to ensure that coal medium-and long-term trading prices operate within a reasonable range. The development and reform departments at all levels will comprehensively monitor the prices in all aspects of coal production and circulation, and when prices are found to exceed the reasonable range, they will immediately adopt reminders, interviews, investigation, and notification to guide coal prices to return to the reasonable range; at the same time, cooperate with market regulatory departments to promptly investigate and deal with illegal and illegal acts such as fabricating and spreading price increase information, coaxing up prices, price collusion, and so on. In the next step, the NDRC will closely monitor the coal market and price operation, strengthen price regulation and supervision in the coal market, and comprehensively use market-oriented and legal means to guide coal prices to operate in a reasonable range to ensure a safe and stable supply of energy.
