中國燃氣(00384.HK)與國家電投集團碳資產管理訂立戰略合作框架協議
格隆匯2月10日丨中國燃氣(00384.HK)公吿，於2022年2月10日，公司與國家電投集團碳資產管理有限公司訂立戰略合作框架協議。
雙方經平等友好協商，一致同意在互惠互利的基礎上，各自發揮優勢，實現資源共享、優勢互補，在分佈式光伏、分散式風電、小規模清潔能源項目、縣域市場、大用户綜合智慧能源項目、氫能、儲能電站等領域開展深度合作，達成以下戰略合作框架協議：
1.縣域市場開發
雙方將利用公司龐大的用户基礎和堅實的客户關係網絡，共同開發縣域市場、用能大用户、光伏、綜合智慧能源等業務。雙方亦將利用國家電力投資集團有限公司("國家電投")在清潔能源項目開發上積累的豐富實踐經驗和專業管理能力，為合作項目提供專業化諮詢、設計、投資、建設等服務，提升項目的開發效率和投資收益，並且選擇優質項目資源，在投資建設、運行和維護等方面開展全方位合作。
2.户用光伏
雙方在户用光伏開發領域展開深度合作，利用本公司廣大鄉鎮農村燃氣網絡協助推進整縣户用光伏開發。雙方將共同制定市場開發的商業、技術策略，成立合資公司，共同投資户用光伏項目,碳資產管理公司將負責出資和項目驗收，本公司負責客户簽約、安裝建設、運營和維護。雙方合作項目產生綠證或CCER資源，由碳資產管理公司開發，收益歸合資公司所有。
3.碳資產管理和低碳服務
雙方在碳資產管理、碳核算核查、低碳技術諮詢服務、碳減排關鍵技術開發、低碳技術孵化推廣等方面開展合作。雙方亦共同參與縣域市場雙碳規劃，為合作伙伴提供綠電、綠證、林業碳匯和生態碳匯規劃及開發等服務，並且在温室氣體檢測和計量分析方面開展合作，建立檢測標準體系，形成方法學。
4.天然氣摻氫
雙方在天然氣摻氫、綠色能源替代等方面開展合作，為轉型發展開展深度合作。
5.課題研究
雙方聯合國內、國際頂尖研究機構開展課題研究，開展碳信息科學研究與碳資產的風險定價模型開發，以空、天、地、水一體化信息技術為支撐，科學評估經濟活動主體的碳減排壓力及減排實施效果，並就環境氣候風險對綠色碳匯供給及能源、碳資產價格所造成的影響進行實證估算及預測。
國家電投是全球領先的可再生能源供應商，其光伏、新能源、可再生能源裝機規模位居全球第一。碳資產管理公司是國家電投的全資子公司，也是國家電投碳資產管理和低碳服務的平台公司。
集團認為訂立戰略合作框架協議將積極發揮各自優勢，推動雙方在清潔能源利用、縣域和大用户開發等方面建立合作關係；在雙碳產業領域開展合作，助力推進國家雙碳戰略，實現碳達峯、碳中和；同時，加速推進本集團在雙碳市場佈局與戰略實施，從而使集團取得更大的企業效益與社會效益，為股東創造更大的價值。
