監管機構將就氣候相關披露及可持續彙報訂立標準
綠色和可持續金融跨機構督導小組公佈下一階段工作重點，以推進其鞏固香港在綠色和可持續金融方面的領先地位的策略計劃以及協助金融生態系統邁向碳中和。督導小組的工作重點是氣候相關披露和可持續彙報、碳市場機遇以及新成立的綠色和可持續金融中心。
在氣候相關披露和可持續彙報方面，在推動各界於2025年或之前按照氣候相關財務披露工作小組的框架作出氣候變化彙報的進程上，督導小組支持國際財務報告準則基金會轄下的國際可持續發展準則理事會，在氣候相關財務披露工作小組框架的基礎上擬訂新標準。證監會及港交所(00388.HK)將與財務彙報局及香港會計師公會合作制訂藍圖，評估新標準及研究可行的實施方案。
在碳市場機遇方面，中國內地和主要海外市場致力於邁向綠色、低碳和氣候適應型經濟，預期全球碳市場將迎來顯着增長。香港作爲國際金融中心，具有獨特的地位，可以發揮通往內地門戶的戰略性角色，融通資本支持國家實現碳中和目標。爲把握相關機遇，督導小組已成立由證監會與港交所擔任聯席主席的碳市場專責團隊，評估將發展香港成爲區域碳交易中心的可行性，研究深化粵港澳大灣區合作。該專責團隊將積極探索國內外的「限額與交易」碳市場及自願性碳市場所帶來的機遇。
在綠色和可持續金融中心方面，督導小組宣佈成立綠色和可持續金融中心，以協助金融業管理氣候變化帶來的風險並把握相關機遇。該中心是一個跨界別平臺，負責統籌金融監管機構、相關政府部門、業界持份者及學術機構在培訓、研究和政策制訂方面的工作，同時亦將會建立一個資源、數據及分析工具的知識庫，支持業界向更可持續的發展模式轉型。督導小組認爲，人才和數據屬於應獲優先關注的範疇。爲此，該中心已成立工作小組負責制訂策略及藍圖，以促進人才及技能培訓，建立數據儲存庫及提升數據分析能力。工作小組在制訂建議時，將徵詢其他持份者的意見。
督導小組將繼續推進其於去年12月策略計劃中宣佈的其他行動綱領，包括參與國際可持續金融平臺在綠色分類目錄方面的工作，及促進以氣候爲重點的情境分析。督導小組聯席主席、證監會行政總裁歐達禮表示，香港作爲國際金融中心，在發展可持續金融以應對因氣候變化而帶來的風險方面，於區內以至全球都擔當着重要角色。香港可透過採納首套全球的可持續性標準，從而在氣候彙報方面發揮牽頭作用，確保投資者能夠掌握一致、可比較和可靠的資料，讓他們瞭解其投資組合所面對的氣候風險，以及他們在爲碳排放提供融資的程度。
督導小組聯席主席、金管局總裁餘偉文表示，缺乏全球統一的標準，以及人才技能和數據的限制，是香港乃至全球綠色和可持續金融發展的重大阻礙。督導小組一直致力協調香港和區內各界共同應對這些挑戰，並會繼續探索包括資本市場和碳市場等領域的發展潛力，把握綠色轉型帶來龐大的機遇。隨着中心的成立，希望提供一箇中央平臺，讓政策制定者、金融專業人士、學者和其他持份者能更深入地交流和合作。
