北京首次公布土地合理上限價格
據《新華社》報道,北京市規劃和自然資源委員會日前發布了本年度第一批次商品住宅用地出讓公告的補充公告,針對今年第一批次通過掛牌方式出讓的29個項目,公布了土地合理上限價格、競建「公共租賃住房」上限面積等,並要求競買人對未來房屋售價及住房最低品質保障等內容做出承諾。
據了解,這是北京市首次公布土地合理上限價格,通過合理控制地價,推動商品住宅用地供應由「價高者得」的單一目標向完善市場、促進土地利用、保障民生等多目標管理轉變。
在地價上限設置方面,此次商品住宅用地地塊超九成溢價率未超過15%,通過進一步降低溢價空間、競其他條件確定土地競得人。此外,補充公告明確,競買人須提交的《房屋售價承諾書》模板中,除需承諾房屋售價外,還需承諾項目要滿足最低品質保障要求,內容包括綠色建築二星級標準、採用裝配式建築且裝配率達到60%、設置太陽能光伏或光熱系統。這將有助於引導企業理性競買,在保證自身合理利潤的同時,為未來住宅質量提升留足空間。
