黔源電力(002039.SZ)：簽署水城區北盤江200MW水光互補農業光伏電站項目投資開發意向協議
格隆匯 3 月 31日丨黔源電力(002039.SZ)公佈，為充分開發利用六盤水市水城區(以下簡稱水城區)境內太陽能和土地資源，優化調整水城區能源產業結構，更好推動當地經濟社會發展，根據國家有關政策，經雙方協商，公司和六盤水市水城區人民政府於近日簽署了《水城區北盤江200MW水光互補農業光伏電站項目投資開發意向協議》。
合作的主要內容如下：1、水城區北盤江流域200MW水光互補農業光伏電站項目，是基於已投產發電的北盤江善泥坡水電站接入電力系統的水光互補光伏發電項目，預計裝機規模200MW(具體裝機規模以貴州省能源局備案的最優開發方案為準)，預計總投資約8億元人民幣。
2、水城區人民政府協助公司辦理項目選址意見，並將項目上報到貴州省能源局，對公司安全生產、環境保護、上繳税收等相關法定事項進行監督管理，保障公司的合法權益，為公司建設運營提供良好的投資環境，為公司的項目建設、運營創造寬鬆環境。
3、為確保項目早日開工建設，水城區人民政府支持和配合公司開展項目的前期工作，積極配合公司在項目備案過程中所開展的林業、環保、水保、礦產壓覆等手續辦理。
4、如公司創造條件促使該項目在水城區建成高質量光伏示範項目，在公司符合法律政策規定的條件下，水城區人民政府可支持公司在水城區開發投資其他光伏等項目。
5、若公司獲得項目備案文件並被確定為項目業主，公司在項目獲得貴州省能源局的備案文件後1個月內，公司承諾該項目由已在水城區註冊的黔源電力控股子公司貴州西源發電有限責任公司善泥坡水電站，或在項目得到核准備案後在水城區人民政府所在地註冊具有獨立法人資格的項目公司負責該項目的前期建設與建成後的運營。
6、該協議簽訂之後12個月之內(即2022年3月31日前)，若公司未取得貴州省能源局對以上項目備案文件，本協議自行解除和終止履行，公司的損失自行承擔，造成水城區人民政府損失的，公司還應賠償。
7、該協議簽訂之後12個月之內(即2022年3月31日前)，若公司取得貴州省能源局項目備案文件並被確定為項目開發業主，公司未按照項目推進計劃在取得備案文件之後3個月內實質性開工建設的，該協議自行解除和終止履行，水城區人民政府收回項目用地，公司的損失自行承擔，造成水城區人民政府損失的，公司還應賠償。
