中牧股份(600195.SH)：3245名布魯氏菌抗體陽性人員涉及補償金額預計達3000萬元
格隆匯 10 月 8日丨中牧股份(600195.SH)公佈，近期，公司關注到，有媒體報道蘭州市城關區鹽場路街道部分居民收到由善後處置工作組上門發放的《鹽場路街道部分涉及布魯氏菌抗體陽性人員補償賠償方案》、《鹽場路街道部分涉及布魯氏菌抗體陽性人員補償協議書》等書面資料，內容涉及由蘭州廠進行補償賠償等信息。公司現就有關情況説明如下：
一、公司開展補償賠償工作的情況
2020年9月15日，蘭州市衞生健康委員會網站發佈《通報》後，公司督促蘭州廠積極配合省市相關政府部門做好善後處置和補償賠償工作，公司承諾將依據政府部門按相關法律法規、標準測算的費用和具體工作要求，督促蘭州廠按時足額落實補償賠償資金，切實維護羣眾的健康權益。
根據蘭州市善後處置工作組向城關區鹽場路街道居民告知的補償賠償方案，此次蘭州獸研所布魯氏菌抗體陽性事件中涉及的補償賠償對象為，在2020年7月16日前，已完成首次試管凝集試驗抗體檢測及省級複核程序的人員和2020年7月16日至2020年9月16日進行第二次複查檢測的人員，以及在擴大檢測範圍的基礎上，2020年11月30日前進行檢測的其他人員；此次檢測結果需經省級複核確認。
蘭州廠及時成立工作小組，在蘭州市屬地善後處置工作組向居民上門告知補償賠償方案、進行答疑和科普宣傳的基礎上，蘭州廠積極準備，全力配合，依據政府及其相關部門的部署和督導要求，將按照經確認的補償賠償對象，組織實施補償賠償資金支付等工作。在經費保障方面，蘭州廠承擔此次事件第一階段處置產生的補償賠償、檢測診療等費用，並將設立後續處置專項基金，基金的資金額度依據第二次複查檢測完成後的專家評估結果確定。第一階段處置經費和後續處置專項基金均由蘭州市城關區政府監管使用，專款專用。
二、預估補償金額及相關説明
鑑於布魯氏菌抗體陽性人員的檢測工作將持續到2020年11月30日，實際檢測人數及檢測結果需經省級複核確認，公司現以蘭州市衞生健康委員會於2020年9月15日通報的數據為參考，即以截至2020年9月14日累計檢測21847人、經甘肅省疾控中心複核確認的布魯氏菌抗體陽性人員3245人為依據進行預估。
如按照補償標準高限對上述3245名布魯氏菌抗體陽性人員涉及的補償金額進行初步測算，預計補償金額為3000萬元左右(含截至2020年9月14日累計檢測人員的誤工費和交通費)。截至本公告披露日，檢測工作仍在持續進行中，後續依據經省級複核確認的檢測結果、專家評估結果等情況，檢測人員的數據可能發生變化，從而影響應支付的補償賠償金額、檢測診療費用、將設立的後續處置專項基金等公司可能發生的處置費用。公司將依據事件處置進展情況持續披露。
三、風險提示
上述預估的補償金額系公司按照蘭州市衞生健康委員會於2020年9月15日通報的數據進行初步測算的結果。目前，善後處置工作尚在推進過程中，公司實際發生的處置費用可能與上述預估金額存在差距。本次事件處置對公司2020年經營業績的影響以公司實際發生的處置費用、會計師事務所審計的財務數據為準。
