凱龍股份(002783.SZ)：公司民用爆炸物品生產許可證(MB生許證字[006號])的工業炸藥及製品生產許可能力11.2萬噸
格隆匯 9 月 17日丨凱龍股份(002783.SZ)公佈，近日，公司收到《工業和信息化部安全生產司關於調整湖北凱龍化工集團股份有限公司等企業民用爆炸物品生產許可品種及能力的覆函》(工安全函[2020]123號)，鑑於湖北凱龍化工集團股份有限公司已與葫蘆島淩河化工集團有限責任公司、吳忠市安盛民爆有限公司完成實質性重組整合，經研究，對企業相關申請事項函覆主要內容如下：
一、關於葫蘆島淩河化工集團有限責任公司申請事項
(一)同意該公司註銷民用爆炸物品生產許可證(MB生許證字[150號])，將產能全部轉移至湖北凱龍化工集團股份有限公司，生產許可有效期與湖北凱龍化工集團股份有限公司一致，並給予年產2000噸現場混裝炸藥產能支持。
(二)同意將上述支持的2000噸現場混裝炸藥產能調整至該公司建昌縣八家子鎮生產點，使該生產點年產2000噸現場混裝多孔粒狀銨油炸藥調整為年產4000噸現場混裝乳化粒狀銨油炸藥(現場混裝車1台)。
二、關於吳忠市安盛民爆有限公司申請事項
同意該公司註銷民用爆炸物品生產許可證(MB生許證字[132號])，將產能全部轉移至湖北凱龍化工集團股份有限公司，生產許可有效期與湖北凱龍化工集團股份有限公司一致，並給予年產1000噸現場混裝炸藥產能支持。
三、關於湖北凱龍化工集團股份有限公司申請事項
(一)同意將撤銷(MB生許證字[132]號)支持的1,000噸現場混裝炸藥產能轉換為乳膠基質產能，調整至湖北省荊門市泉口路20號生產點年產18,000噸膠狀乳化炸藥生產線，使該生產線調整為年產19000噸膠狀乳化炸藥(含1000噸乳膠基質，現場混裝車1台)。
(二)同意將遼寧省興城市生產點年產4000萬發導爆管雷管、1450萬發工業電雷管、200萬發電子雷管、15000萬米塑料導爆管和建昌縣生產點年產12000噸膠狀乳化炸藥、4000噸現場混裝乳化粒狀銨油炸藥授權給葫蘆島淩河化工集團有限責任公司生產使用，並頒發附件。
(三)同意將寧夏回族自治區吳忠市生產點年產12,000噸改性銨油炸藥授權給吳忠市安盛民爆有限公司生產使用並頒發附件。
(四)同意將湖北省荊門市磷礦鎮生產點年產3,000噸現場混裝膠狀乳化炸藥和年產7,000噸現場混裝多孔粒狀銨油炸藥授權給湖北凱龍工程爆破有限公司生產使用，並頒發附件。
此次產能合併調整前，公司民用爆炸物品生產許可證(MB生許證字[006號])的工業炸藥及製品生產許可能力11.2萬噸；葫蘆島淩河化工集團有限責任公司民用爆炸物品生產許可證(MB生許證字[150號])的工業炸藥及製品生產許可能力1.4萬噸，工業雷管生產許可能力5650萬發、塑料導爆管生產許可能力15000萬米；吳忠市安盛民爆有限公司民用爆炸物品生產許可證(MB生許證字[132號])的工業炸藥及製品生產許可能力12000噸。
此次產能合併調整後，公司民用爆炸物品生產許可證工業炸藥及製品生產許可能力由11.2萬噸調整到14.1萬噸(含本次新增3000噸現場混裝炸藥產能)；同時合併調整工業雷管生產許可能力5650萬發、塑料導爆管生產許可能力15000萬米，填補了公司無工業雷管和塑料導爆管生產許可的空白。
