海蘭信(300065.SZ)：聯合三亞寰宇與山東海事局簽署合作框架協議
格隆匯 8 月 24日丨海蘭信(300065.SZ)公佈，為了積極響應“交通強國”和“海洋強省”發展戰略，支持山東省加快建設世界一流港口，進一步夯實水上交通安全基礎，藉助信息化和現代化手段實現山東海上交通管理和應急搜救等能力的持續提升，2020年8月21日，公司聯合三亞海蘭寰宇海洋信息科技有限公司(“三亞寰宇”)與中華人民共和國山東海事局(“山東海事局”)簽署了《合作框架協議》。
該協議各方本着“政策支持、優勢互補、平等互助、合作共贏”的原則，以“山東海事VTS系統”和“三亞寰宇雷達網”為依託，建立長期穩定的海上交通管理信息平台戰略合作關係。框架協議的主要內容如下：
1、海蘭信和三亞寰宇將合作建設的小目標雷達及雷達網系統與山東海事局所屬VTS雷達進行數據整合，分步構建山東海上交通管理信息平台，山東海事局予以積極配合。
第一步，選取青島海事局和董家口海事局作為示範點，實現VTS雷達和三亞寰宇雷達網數據的整合，部署業務管理軟件並適時開展系統測試和專家評審工作。
第二步，實現山東海事局各分支局VTS和寰宇雷達網數據全面整合，數據統一接入山東海事局指揮中心，建成山東海上交通管理信息平台。
2、山東海上交通管理信息平台的數據分別由三方的雷達站提供，海蘭信和三亞寰宇提供切實有效的網絡安全保障措施，保證數據在海事專網內運行，不會產生泄密事故。屬於山東海事局所有的VTS數據，海蘭信和三亞寰宇不得用於其它商業用途，若有其它政府部門出於如國防安全、緝私、救援、防災減災等需求，應徵得山東海事局同意後，方可應用。
3、對於山東海事局與海蘭信和三亞寰宇當前雷達站址重複的站點，海蘭信和三亞寰宇可以在不妨礙山東海事局設備正常運行的前提下使用山東海事局的鐵塔及通訊鏈路。山東海事局對安裝雷達環境提供必要的支持，海蘭信和三亞寰宇保證雷達正常運行，避免產生干擾。
4、海蘭信和三亞寰宇保證整合後的數據能提供第三方拓展接口，與山東海事局現有的信息化系統相融合，併為將來功能擴展提供必要的技術支持。
5、三方同意在基於雷達、視頻、AIS數據的信息化和定製化方面開展深層次的合作。
6、為了保證山東海上交通管理信息平台具有穩定高速的運行環境，三方將引入戰略合作伙伴，增加5G網絡建設，實現諸如錨地、航道、港區重點區域的5G覆蓋。
7、信息平台建成後軟硬件的維護和升級由海蘭信和三亞寰宇負責，為山東海事局提供及時、完整、可靠的數據和服務。山東海事局依法採購信息平台服務時，同等條件下優先購買海蘭信和三亞寰宇提供的定製化服務，但不作為海蘭信和三亞寰宇中標的依據。
8、三方組建專項工作組和專家團隊，提供技術支持，並共同創造條件，推動合作開展智慧海事相關課題的研究，推動成果轉化。
9、山東海事局協助海蘭信和三亞寰宇組織項目評審會，並視情況向其他省或國家相關部門彙報推薦合作成果，聯合申報國家航海科技獎等國家及行業獎項。
