金石資源(603505.SH)控股子公司的承包單位發生安全事故 一名員工受傷經搶救無效死亡
格隆匯12月2日丨金石資源(603505.SH)公佈，2019年12月1日，公司控股子公司浙江紫晶礦業有限公司(“紫晶礦業”)位於常山縣新昌鄉巖前村的湖南鑫誠礦業有限公司項目部(系該工程承包方)，發生一起事故，事故造成湖南鑫誠礦業有限公司項目部一名員工受傷，經搶救無效死亡。事故發生後，公司和項目部立即向常山縣應急管理局進行了報告，並進行停產整頓，積極配合當地政府和相關部門對事故做進一步調查分析。公司立即啟動突發事件應急處置預案並成立了事故調查小組，對事故原因、損害評估等方面開展自查。
紫晶礦業2018年末總資產38787萬元，佔公司合併總資產的25.63%；2018年度營業收入10520萬元，佔公司合併營業收入的17.90%；2018年度淨利潤739萬元，佔公司合併歸屬於上市公司股東的淨利潤的5.37%。
根據公司與各礦山承包方簽訂的合同，礦山開採中的安全事故的賠償責任等由承包方承擔，最終以政府應急管理部門的事故責任認定為準。但承包方暫停採礦作業將對紫晶礦業近期的產量造成一定的影響（紫晶礦業原計劃12月份開採原礦約1000 噸/天，計劃生產螢石精粉產量約170噸/天、高品位塊礦約140噸/天；1月份因臨近春節，原計劃安排年度大檢修，產量影響有限）。承包方暫停採礦作業的時間將視事故調查進展而定。
公司目前存貨充足，其暫時停產對銷售和業績影響不大。
紫晶礦業今年“6.23”事故發生以來，公司上下進行了深刻地反思，在安全生產管理，特別是對工程項目承包方的管理上採取了一系列措施，對每個項目部都派駐了專職安全督查組，從源頭嚴控安全生產，還是未能遏制事故的發生，公司深感痛心和自責。雖然根據目前情況初步判斷，本次事故的發生具有一定的偶然性，系因在穿孔過程中，避讓突然掉落的滑過左肩臂的礦石，摔倒在礦堆上所致。但是安全生產無小事，無論何種原因導致的人員傷亡，都暴露了我們管理中存在的問題。公司將深刻吸取本次安全事故教訓，繼續加強對事故隱患的排查治理，完善雙重預防機制建設，加大對各子公司、承包方的安全生產檢查、督查力度，嚴格落實事故防範和整改措施，切實加強安全生產管理。特別地，公司將認真考慮篩選、考核承包方的標準和流程，以建立嚴格的承包方准入和淘汰制度。
公司對紫晶礦業再次發生事故深感不安，對事故罹難的項目部工友表示沉痛哀悼，對廣大投資者深表歉意！公司將督促工程承包方妥善安置和安撫員工家屬，及時啟動相關保險理賠工作，配合政府調查，盡快恢復生產。
