政府申撥款一次性2,000元電費分12期補貼 明年1月起發放
財政司司長陳茂波8月時公布一系列紓困措施,其中包括向每個合資格電力住宅用戶戶口提供2,000元電費補貼。財經事務及庫務局昨日(28日)向立法會提交文件,建議於明年1月1日起,分12期向每個合資格戶口注入補貼,當局建議連續11個月,在每月首日向電力戶口注入160元,第12個月則注入240元,政府估計明年的補貼金額約為56億元。
文件提到,兩家電力公司合共約276萬個電力住宅戶口,約20%住戶平均每月支付的電費不多於150元,補貼可支付相當於至少1年電費,相關用戶受惠最大。
撥款有待財委會通過,政府指,倘若今年11月底前獲批撥款,第一期補貼會在元旦注入戶口,注入的補貼額只可用作抵銷同一戶口帳單所示的電費。
政府提議沿用現有補貼計劃的做法,讓未用的補貼轉撥至其後月份,用以支付同一戶口帳單的電費,現行使用限期為明年6月30日。隨著新補貼推出,建議進一步延長,直至2022年12月31日或戶口結束為止,兩者以較早者為準,則可使計劃由首次發放起計有效3年。
