《施政報告》林鄭:「公共交通費用補貼計劃」每月補貼上限提高至400元
行政長官林鄭月娥發表《施政報告》,指出公共交通服務因營運成本上升而需要調整票價,市民亦因此須負擔更高昂的交通費。為此,建議三項紓緩交通費壓力的措施。
第一,優化今年推出的「公共交通費用補貼計劃」,把補貼比率由現時超出400元的每月公共交通開支的四分之一提升至三分之一,並將每月補貼金額上限由現時300元提高至400元,政府每年提供的補貼金額將由23億元增加至約31億元。
第二,在交通情況許可下,減輕市民、公共交通營辦商及運輸業界使用政府收費隧道和管制區的費用。隨著屯門至赤(魚立)角連接路海底隧道及將軍澳–藍田隧道在未來兩年相繼落成,往來大嶼山和將軍澳的交通將分別得以分流,亦為豁免有關隧道收費提供契機。政府建議當屯門至赤(魚立)角連接路海底隧道於2020年年底通車時,政府豁免新隧道和青嶼幹線的收費。同樣地,亦建議當將軍澳–藍田隧道在2021年年底啟用時,豁免新隧道和將軍澳隧道收費。
第三,香港的離島渡輪服務經營困難,政府自2011年起為六條離島渡輪航線提供特別協助,以維持服務和減輕票價加幅對乘客的影響。政府會擴展這些措施至另外八條離島渡輪航線。上述14條航線每年的補貼開支約2.6億元。政府亦會在2021年往後約十年間,分兩階段為11條渡輪航線全面更新船隊及採用更環保船隻,預計涉及購置47艘新船,以提升服務質素和推動環保。
