官媒《新華社》時評:要勇於打開港房屋發展死結 加大土地供應
官媒《新華社》發表時評表示,修例風波發展至今,折射出的香港社會深層次矛盾亟待解決。其中最突出、最迫切、最讓人詬病的是住房問題,已到了痛定思痛、必須解決的時候了。這需要包括特區政府在內的香港各界凝聚共識,集思廣益,勇於打破僵固的發展思路,放下局部和私人利益,積極尋求出路,打開死結。
文章認為「有恆產者有恆心」,居者有其屋,方能形成社會的穩定力量。然而,港人的居住水平之低,確實與香港這樣一個高度發達經濟體的形像極不相稱。在公共設施完備精良、交通快捷方便、樓宇繁華體面的背後,有著大量低收入人群棲身在「鴿子籠」或狹小、不安全的房裡。高房價令香港基層市民和青年一代只有「望樓興嘆」,難以分享到香港經濟發展的紅利。
不斷推高的香港樓價房租桎梏了港府、社會經濟發展的思路,吞噬了產業發展空間,阻礙了新興經濟的發展。香港經濟結構單一化、空心化日趨嚴重,地產經濟獨大,中小企業失去生存空間,久而久之,社會漸失活力,中產向下「淪陷」,青年難覓上升通道,貧富差距加大,階層固化,社會矛盾不斷產生。
對於香港來說,解決住房問題,最直截了當的措施就是加大土地供應量,建造更多的公營房、私人居所。香港是多元社會,不同利益群體有著不同的利益訴求,這再正常不過。文章呼籲,不管引用《收回土地條例》這樣的措施是否最終可行,希望香港各界將私人的、局部的利益放一放,誠懇切實地思考當前香港社會的難題,逐步凝聚共識,必能將種種錯綜復雜的香港社會經濟難題逐一破題、化解,為香港創造一個更美好的明天。
