首個明確遏制的國家鬆口！ChatGPT有望重返意大利，但要滿足一系列要求

4月12日週三，意大利數據保護局（Garante）提出了一系列聊天機器人ChatGPT在該國恢復使用的要求，在解決監管機構的擔憂後，意大利當局將暫停對OpenAI處理該國用戶數據的臨時限制令，OpenAI也將再次在意大利開放。
大約兩週前，Garante以涉嫌違反數據收集規則爲由，對ChatGPT的開放公司OpenAI展開調查，並宣佈禁止使用ChatGPT，且暫時限制OpenAI處理意大利用戶數據。
在週三的一份聲明中，Garante提出了本月底前要滿足的一系列“具體”要求：
只有在滿足這些要求的情況下，我們將暫停對意大利用戶數據使用的臨時限制，並且ChatGPT將再次在意大利開放。
意大利是第一個遏制ChatGPT的西歐國家，但這款軟件快速發展引起了多個國家立法和監管機構的關注。
許多專家表示，由於人工智能對國家安全、就業和教育的潛在影響，需要制定新的法規來管理人工智能。
Garante表示，OpenAI需要告知意大利用戶ChatGPT運行所需的數據處理背後的“方法和邏輯”。監管機構還要求OpenAI提供工具，使數據涉及到的非用戶個人能夠請求更正服務不準確生成的個人數據，或者在無法更正的情況下請求刪除相關個人數據。
Garante說，OpenAI還應該允許非用戶“以一種簡單易懂的方式”處理他們在ChatGPT上的個人數據。
該機構還要求OpenAI在今年9月底之前推出一個年齡驗證系統，該系統需要能夠排除13歲以下用戶的訪問權限。
除了提出上述要求之外，Garante表示將繼續調查OpenAI可能違反數據保護規則的行爲，並保留在其正在進行的調查結束時採取任何其他必要措施的權利。
意大利在ChatGPT上的舉動也已經引起了歐洲其他隱私監管機構的興趣，這些監管機構正在研究是否需要對聊天機器人採取更嚴厲的措施以及是否進行協調。
本月初，德國聯邦數據保護專員發言人稱，出於數據保護方面的考慮，可能會暫時禁止在德國使用ChatGPT。該發言人稱，是否決定禁止將由德國聯邦數據保護機構研判後決定。西班牙數據保護機構已要求歐盟隱私監管機構評估圍繞ChatGPT的隱私問題。
歐洲的隱私監管機構往往獨立於政府，在隱私保護上權力很大。意大利和德國的政府都不支持封禁ChatGPT，意大利副總理批評了本國監管機構的決定，稱其 "過度"；德國政府發言人則對媒體稱，沒有必要禁止ChatGPT。
