中金:商品房預售資金監管存過度問題,制度規範能疏解房企資金壓力
21世紀經濟報道稱,中國下發商品房預售資金監管意見,明確預售資金監管額度由市、縣級住房城鄉建設部門根據項目合同、工程造價等覈定,達到監管額度之後的剩餘資金則可以由房企提取使用。
中金分析師張宇等在報告中稱,更趨規範化的商品房預售資金監管制度有利於房企銷售資金的合理使用,有助於防範因監管過嚴而導致部分房企流動性風險進一步加重。
中金報告稱,各地在優先“保交樓”目標下逐漸執行從嚴,對預售資金違規挪用等行爲予以 有效遏制,但也存在部分地區監管過度的問題。明確預售資金監管標準及監管責任主體認定,帶動房地產預售資金的有序流轉,也可以更好地匹配各級住建部門的“保交房”原則。當前地產項目工程建安支出平均約佔銷售額的40%左右,此輪行業風險的化解還須關注圍繞支持合理住房需求的信貸和地方行政政策,以及針對促進行業整合與企業收併購相關的一攬子金融支持和政策安排。
