六國化工(600470.SH)：子公司因相關污染問題收到行政處罰決定書 涉及罰款55.98萬元
格隆匯11月24日丨六國化工(600470.SH)公佈，公司所屬全資子公司安徽國泰化工有限公司(“國泰化工”)於近日收到阜陽市潁上縣生態環境分局下達的《行政處罰決定書》(潁環罰〔2021〕49號)。
《行政處罰決定書》主要內容如下：
國泰化工在生產硫酸鉀過程中廢氣處理設施--鹼液噴淋裝置未開啟，聚鋁乾燥車間停運噴淋塔；鍋爐細灰儲存罐粉塵無組織排放特別嚴重；危廢倉庫未按要求設置廢氣收集處理裝置；污水處理廠未按環評要求建設，未收集處理有機廢氣；燃煤倉庫密閉不嚴，上料口未安裝粉塵收集設施，上料傳送帶也未按要求安裝防塵罩；聚鋁車間壓濾集氣罩設置不規範，安裝過高，不能有效收集廢氣。
上述行為違反了《中華人民共和國大氣污染防治法》第二十條第二款“禁止通過偷排、篡改或者偽造監測數據、以逃避現場檢查為目的的臨時停產、非緊急情況下開啟應急排放通道、不正常運行大氣污染防治設施等逃避監管的方式排放大氣污染物”。第四十八條第一款“鋼鐵、建材、有色金屬、石油、化工、製藥、礦產開採等企業，應當加強精細化管理，採取集中收集處理等措施，嚴格控制粉塵和氣態污染物的排放。”的規定。
阜陽市潁上縣生態環境分局責令國泰化工改正違法行為，處55.98萬元的罰款。
阜陽市潁上縣生態環境分局到國泰化工檢查後，針對檢查指出的問題，國泰化工高度重視，立即成立專班並召開專題會議，制定整改方案，部署落實整改。具體整改情況如下：
現場檢查時，國泰化工正在進行設備檢修，環保設施未及時開啟。檢查指出問題後，國泰化工立即恢復鹼洗系統，目前相關設施運行正常；經國泰化工內部自查，聚鋁乾燥車間噴淋塔一直與生產裝置同開同停，檢查期間運行正常，沒有停止運行，檢查時發現的停運設施不是聚鋁乾燥車間噴淋塔，該設施不屬於環評及驗收報吿規定的環保處理設施，已於 9月16日徹底拆除；檢查時由於細灰儲存罐布袋除塵設施中一隻脈衝閥片破損，致使布袋反吹空氣漏入細灰儲存罐，問題發現後，國泰化工立即更換脈衝閥膜片，現場複核時已恢復正常；危廢庫廢氣負壓收集後的二級活性炭吸附改造工程已於9月19日施工完成並投入正常使用；污水處理站加蓋廢氣收集處理系統已於2021年11月7日建成，目前運行正常；上料口頂部已加裝集塵罩，引入布袋除塵器。上料傳送帶已加裝半圓形防護罩密封，防止粉塵飄散；已按要求在集氣罩下加裝集密軟封，確保負壓廢氣全部收集。
