永泰能源(600157.SH)：億華礦業海則灘煤礦項目產能置換方案獲國家能源局批覆
格隆匯7月5日丨永泰能源(600157.SH)宣佈，2021年6月30日，國家能源局綜合司下發了《關於陝西榆橫礦區南區海則灘煤礦項目產能置換方案的覆函》(國能綜函煤炭[2021]104號)，批准了公司所屬陝西億華礦業開發有限公司(簡稱“億華礦業”，公司持有其70%股份)海則灘煤礦項目產能置換方案，主要內容為：
一、為保障能源穩定供應，優化煤炭產業結構，根據產能置換政策文件規定，原則同意榆橫礦區南區海則灘煤礦項目產能置換方案。
二、海則灘煤礦項目建設規模600萬噸/年，通過使用關閉退出煤礦產能指標進行產能置換，置換產能指標630萬噸/年。
三、請陝西省、甘肅省、湖北省有關部門督促項目單位嚴格執行產能置換指標交易合同，認真組織落實產能置換方案。關閉退出的煤礦應及時取消生產能力登記公吿。
四、請項目單位按照國家有關規定，進一步落實項目建設條件，做好項目建設各項前期工作。待條件具備後，按規定履行項目核准程序。
根據陝西省自然資源廳下發的《關於劃定海則灘煤礦礦區範圍的批覆》(陝自然資礦採劃[2018]6號)，海則灘煤礦礦區範圍由20個拐點圈定，礦區面積約200.1807平方公里，開採礦種為煤，開採標高705米至475米，規劃生產能力為600萬噸/年。海則灘煤礦查明資源量為114,454萬噸，煤種主要為優質動力煤及化工用煤(長焰煤、不粘煤和弱粘煤)，平均發熱量6,500大卡以上。海則灘煤礦具有資源儲量大、建礦條件好、預期效益優、開採壽命長等諸多優勢。
近日，國家能源局發佈《關於有序推進煤礦項目核准建設投產工作的通知》提出：有序規劃核准一批先進產能煤礦項目。發揮規劃戰略導向作用，以能源和煤炭工業發展規劃為引領，以“三西”地區為中心，系統優化煤炭生產開發佈局，加快建設優質產能煤礦項目。堅持產能置換長效機制，繼續將產能置換作為煤炭行業基本產業政策，通過市場化手段推進產業結構調整、佈局優化。及時核准具備條件煤礦項目，最大限度精簡煤礦項目核准前置審批事項，充分發揮項目核准綠色通道作用。海則灘煤礦項目位於山西、陝西、蒙西“三西”地區之一的陝西榆橫礦區，是國家能源局按照先進產能批覆產能置換的新建煤礦項目，符合“及時核准具備條件煤礦項目”相關政策。
該次海則灘煤礦項目產能置換方案獲得批覆，標誌着海則灘煤礦探轉採工作取得了重大進展，已進入最後核准階段，預計將在2021年底前完成。在完成探轉採核准後，海則灘煤礦項目價值將得到大幅提升，為公司債務清償和轉型發展提供堅實保障。
