黔源電力(002039.SZ)與鎮寧自治縣人民政府簽署戰略合作框架協議
格隆匯12月17日丨黔源電力(002039.SZ)公佈，為深入貫徹新發展理念，搶抓國家構建新發展格局重大戰略機遇，以中國華電集團有限公司與貴州省人民政府及安順市人民政府簽署的戰略合作框架協議為契機，公司和鎮寧自治縣人民政府雙方為加強戰略合作關係，不斷開拓新的合作領域，加深合作深度，充分發揮鎮寧縣資源優勢、黔源電力在流域水風光互補的獨特優勢及在資金、技術、管理等方面優勢，實現雙方優勢互補，共同發展。經友好協商，公司和鎮寧自治縣人民政府於近日簽署了《框架協議》。
1、雙方共同加快推進北盤江水風光一體化可再生能源基地建設，列入國家“十四五”新能源發展規劃。黔源電力加快推進已列入國家2020年光伏補貼名單的北盤江15萬千瓦光伏項目建設，確保2020年建成投運；黔源電力按照水風光一體化規劃成果，“十四五”期間在鎮寧縣新開發建設新能源發電項目裝機300萬千瓦，投資約120億元。
2、為保障“十四五”開好局、起好步，黔源電力以鎮寧縣壩草50萬千瓦水光互補農業光伏項目作為重點和抓手，立即啟動項目規劃和前期工作，為確保2021年項目落地創造條件。同步開展鎮寧縣其他區域新能源項目規劃選點工作，為“十四五”期間項目接續發展奠定堅實基礎。
3、雙方共同引進技術先進的新能源裝備製造企業落户鎮寧縣，延伸新能源產業鏈，做強做優新能源產業，並在短期內形成一定企業規模；黔源電力參與鎮寧縣氫能、儲能、加能站等新興產業的研究、佈局和開發建設工作，併發揮好中國華電集團有限公司科工板塊產業協同優勢，最終形成集新能源設備材料生產、風力發電、光伏發電、氫能開發、儲能應用、加能站等一體化新興產業基地。
4、按照“地方所需、企業所能”原則，黔源電力支持鎮寧縣經濟社會發展，支持脱貧攻堅和鞏固脱貧攻堅成果。遵從市場原則，黔源電力所建的新能源及其他項目應使用的產品按照相關法律法規規定進行採購。
5、鎮寧縣政府支持黔源電力在鎮寧高質量發展，同意由黔源電力協助編制鎮寧縣“十四五”新能源發展規劃，優化新能源資源空間佈局。鎮寧縣政府在項目用地、規劃、林業、環保、水保、電網接入等手續辦理方面給予支持與幫助。在招商引資等方面給予優惠政策。
