中芯國際迴應美國防部禁令：60天后生效，無重大影響，港股復牌跌超5%

芯東西12月4日報道，在上午港股停牌後，剛才，中芯國際正式迴應被美國政府列入中共軍工企業名單一事，在港交所發佈公告稱：“本公司被列入中國涉軍企業名單，對本公司運營沒有重大影響。”
中芯國際公告中顯示，美國國防部的禁令會在12月4日後的60天后生效。下午開盤後，中芯國際港股一度下跌超5%，後回升；A股股價波動不明顯。
美國當地時間週四，美國國防部發表公告稱，將中國建設科技集團（CCTC）、中國國際工程諮詢公司（CIECC）、中海油（CNOOC）、中芯國際（SMIC）列入所謂“軍工企業”黑名單。至此，在美國國防部“黑名單”上的中國企業達到35家。
關注到這一事態後，中芯國際今日上午立即發公告表示正在評估影響，其港股股份於今日上午9點33分起短暫停牌，停牌前跌2.25%，直至今日中午，中芯國際公佈對判斷影響的內幕消息公告：
被列涉軍企業名單後，美國人士將被限制對中芯國際所發行的有價證券及其相關的衍生品進行交易；從北京時間2020年12月4日開始的60天后，美國人士不可買入中芯國際證券；365天后，美國人士不可交易中芯國際證券。
具體法規限制參照美國總統於2020年11月12日發佈的行政命令，該行政命令規定自2021年11月開始，將禁止美國投資者購買黑名單企業發行的證券。
對此，中芯國際公告稱，本公司重申，本公司是獨立營運的國際性企業，投資人、客户等利益相關方遍及全球。本公司一直堅持合法合規經營，並遵守經營地的相關法律法規，其服務和產品從未涉及任何軍事用途，且皆用於民用及商用。
中芯國際在公告中寫道，本公司強烈反對美國國防部的決定，此舉反映了美國國防部對本公司業務與技術最終用途的根本誤解。本公司會繼續與美國政府相關部門保持積極的交流溝通。
此前對於特朗普政府將中國海洋石油集團有限公司（CNOOC）和中芯國際（SMIC）列入“中共軍工企業”黑名單的做法，中國外交部發言人華春瑩在11月30日的例行記者會上表示，我們已經多次就此類問題闡明中方立場。
華春瑩指出，中方堅決反對將中方有關企業政治化的做法，希望美方為中國企業經營提供公平、公正、非歧視的環境，而不是濫用國家安全名義對中國企業實施制裁或採取歧視性限制措施，為中美之間的正常交流合作設置障礙和壁壘。
除了中國建設科技集團、中國國際工程諮詢公司、中海油、中芯國際，其餘31家被列入美國所謂“中國涉軍企業”名單的列表如下：

有專家解讀稱，該行政命令不太可能對中國公司造成嚴重打擊，主要原因有三：一是該指令適用範圍有限，二是拜登政府立場存在不確定性，三是美國基金持有的中國公司股份很少。
