美联布少明:施政报告房策主要集中公营房屋 私楼供应短期情况未变

美联物业行政总裁布少明表示,新一份《施政报告》於今日发表,对於未有为住宅市场有任何放宽按揭保险及减辣等措拖表示失望。而今次《施政报告》於房策上主要集中公营房屋层面,如重建石篱中转屋、重建房委会工厂大厦、重建大坑西村及过渡性房屋等,反之私人住宅层面则相对较少。

至於土地供应方面,《施政报告》提及的古洞北/粉岭北发展区、小蚝湾车厂、明日大屿等多个方案增加住宅及土地,然而,预期发展需时,未会为短期供应带来显着增长。在目前私人住宅供应仍然偏低,量化宽松、低息持续、资金充裕等支持下,料楼价仍呈平稳发展。

事实上,上述住宅供应发展需时,要数年後才会落成。而根据本行预测,未来5年(2020年至2024年)平均每年私楼落成量维持约18,000伙水平,虽然较2010至2019平均每年有所增加,惟对比1999年至2003年高峰期平均每年约27,000伙大减逾3成。

纵使如此,今次《施政报告》提及推展房地产信托基金、促进私募基金的发展、以及推动香港的家族办公室业务等措拖,加上「杰出创科学人计划」,料会增加人才来港,对本港的住屋带来需求。
