蘇創燃氣(01430.HK)與中海石油氣電集團訂立合作框架協議
格隆匯 7 月 30日丨蘇創燃氣(01430.HK)發佈公告，2020年7月27日，公司與中海石油氣電集團有限責任公司(“中海石油氣電集團”)訂立合作框架協議，自合作框架協議日期起為期五年，以就(其中包括)於太倉港(江蘇省太倉市的港口)發展液化天然氣業務、興建液化天然氣接收站、發展及經營液化天然氣罐箱業務以及興建液化天然氣車船加註站建立合作關係。
中海石油氣電集團為一間於中國成立的有限責任公司，該公司是中國海洋石油集團有限公司的全資附屬公司。按照國家發展策略，液化天然氣(LNG)等清潔能源將會是未來主要的應用能源。隨着天然氣消費量需求的不斷增長，且季節性消費差異明顯，短期內我國儲氣設施不足等因素，導致我國目前運營以及在建的液化天然氣接收站無法完全滿足和適應天然氣消費增長和市場的需求。為保障蘇州及長三角區域安全供氣，加快產業結構升級，充分利用太倉港天然優勢，公司擬在太倉港進行液化天然氣接收站建設。
公司亦希望發掘液化天然氣罐箱的發展潛力，液化天然氣罐箱可以通過車輛或船舶進行靈活運輸。國務院和交通部出台多項相關政策，推動液化天然氣罐箱業務快速發展，國家發改委、國家能源局亦發表利用液化天然氣罐箱作為地方政府和各類企業的臨時補充儲氣設施的可能性，這些政策均極大的推動了液化天然氣罐箱的應用與發展。且公司已與中海石油氣電集團簽署《液化天然氣銷售與購買合同》，雙方將以罐箱的形式購、銷液化天然氣。
此外，鑑於液化天然氣具有清潔、高效及安全的特點，中國交通部及國家能源局一直在推進液化天然氣作為水上運輸燃料的應用，這將有可能提高對液化天然氣消費的需求。
因此，董事會認為，訂立合作框架協議契合公司發展戰略，讓公司能夠利用中海石油氣電集團在液化天然氣接收站、加氣站、液化天然氣罐箱及液化天然氣國際貿易等方面的技術及資源優勢。董事會亦認為，公司與中海石油氣電集團之間的合作將為彼此創造協同作用，以於若干項目(包括公司於太倉港發展液化天然氣接收站及在太倉市興建及發展液化天然氣加氣站)尋求進一步業務合作，而此舉符合公司長期發展及其股東的整體利益。此項合作或可突破現時天然氣供應制約，增加天然氣供應來源滿足市場天然氣長期供應缺口，同時可增加公司收入及盈利。
