上海三毛(600689.SH)：支持中小企業租户抗擊疫情減免租金
格隆匯5月13日丨上海三毛(600689.SH)公佈，為共同應對疫情，積極履行社會責任，公司根據滬渝兩地市政府相關文件精神及公司實際情況，經研究制定了《關於上海三毛企業(集團)股份有限公司資產類經營用房因新冠肺炎疫情減免租金的實施方案》，對符合條件的中小企業租户適度減免租金以減輕租户經營壓力，與中小企業租户共克時艱，共渡難關。
實施主體：公司及所屬全資子公司作為本次租金減免的實施主體。
適用對象及範圍：承租公司及公司所屬全資子公司自有經營性房產，並使用該承租房從事生產經營活動的非國有中小微企業(含個體工商户)。
有關中小微企業的認定範圍參照《國家統計局關於印發〈統計上大中小微型企業劃分辦法(2017)〉的通知》(國統字﹝2017﹞213號)、《關於印發中小企業劃型標準規定的通知》（工信部聯企業﹝2011﹞300號）的有關規定，根據所屬行業予以確定。
存在以下負面清單事項的申請人，在負面清單事項消除前，不享受租金減免政策：有證據表明申請人不配合市政府及公司實施防疫工作，有瞞報漏報遲報相關信息、防疫措施不到位等行為，造成嚴重後果的；申請人存在欠租欠費及其他違反租賃合同情況的；存在其他負面清單事項等。
租金減免方式：1.公司及所屬全資子公司將通過書面文件、電子郵件等方式將租金免除適用條件通知承租人，並告知申請所需材料。
2.存在間接承租情況的，轉租人(承租人)原則上不享受本次租金減免政策；居住、虛擬註冊等非生產經營活動的中小企業不享受本次減免政策；非企業性質的各類機構、非營利組織等非生產經營活動的主體也不享受本次減免政策。
3.租賃合同於2020年3月或4月到期，並不再續租的承租人不享受本次減免政策。
4.對符合適用條件的申請人，出租人審核通過後，視申請人受疫情影響程度減免申請人不大於一個月的實際租金。申請人已經支付當期租金的，在後續支付租金中減免相應金額。
經公司初步測算，預計本次租金減免對公司2020年度營業收入的影響金額約為人民幣86.27萬元，約佔2019年度經審計的營業收入的0.06%；對公司2020年度淨利潤的影響金額約為人民幣85.28萬元，約佔公司2019年經審計的歸屬於上市公司股東的淨利潤的10.40%。上述對當期損益的影響系未經審計的預估數據，具體數據以經會計師事務所審計後的財務報告為準。此次租金減免安排不會影響公司的持續經營能力及長期發展。
公司此次在新冠肺炎疫情背景下的租金減免安排，是響應政府號召，幫助承租中小企業堅定信心、持續經營和發展，也是公司積極履行上市公司社會責任的具體表現，有利於進一步提升公司社會形象，有利於推動公司業務的可持續健康發展。
