拉卡拉(300773.SZ)與廣州金融局簽訂小貸行業數字化金融監管服務合作框架協議
格隆匯1月8日丨拉卡拉(300773.SZ)公佈，2020年1月7日，公司與廣州市地方金融監督管理局(“廣州金融局”)簽訂了《小貸行業數字化金融監管服務合作框架協議》。
廣州市政府高度重視新業態金融業發展，在推動普惠金融，解決中小企業融資難方面探索出了一條以小額貸款公司作為新生金融力量的有效途徑。為加強對小額貸款行業的監管，廣州市金融局希望引入最前沿的監管技術——基於區塊鏈技術，搭建小貸等行業的監管區塊鏈及數字化監管服務平台，助力地方金融監管和科技創新，提高地方金管局的監管水平和時效性，強化對金融風險的系統性防範。
公司一直重視前沿科技領域的技術研發和持續投入。2018年3月，拉卡拉聯合成立了“崑崙堂大數據研究院”，並設立區塊鏈實驗室，加強探索區塊鏈核心技術在監管科技、聯合風控、基於隱私計算的信息安全、反欺詐和下一代結算系統和商品溯源等方面的應用與服務。
鑑於公司在區塊鏈、大數據、人工智能等金融科技領域的技術積累和應用經驗，廣州金融局與公司簽署合作協議，委託公司搭建小貸行業的監管區塊鏈及數字化監管服務平台。該平台主要提供合同文件和授權協議的可信存證、支付流水的驗真與存證、小貸債權證據鏈保全和風控服務等功能，保障監管數據安全透明，打造新型線上監管和信任機制，提高監管的透明化、安全性和有效性。
此次合作內容：1、廣州金融局委託公司，基於區塊鏈、大數據、人工智能等金融科技技術，協助搭建小貸行業監管區塊鏈及數字化監管服務平台，實現地方政府對小貸行業主體的運行狀況進行及時有效的監督管理。2、公司基於為廣州市金融局搭建的監管服務平台，提供相關的增值服務，包括為被監管主體提供風險控制、業務鑑證、司法救濟等服務，促進行業持續穩健發展。
此次拉卡拉與廣州金融局開展數字化金融監管服務平台合作，是區塊鏈技術在金融監管領域的創新實踐與有益探索。通過此次合作，拉卡拉將積累金融監管科技項目的建設經驗，並推動公司在區塊鏈技術、人工智能、大數據、雲計算等前沿技術的進一步研究和開發。協議的實施對公司短期經營業績不構成重大影響。
