山西焦化(600740.SH)披露子公司山焦飛虹60萬噸/年甲醇制烯烴項目進展
格隆匯12月31日丨山西焦化(600740.SH)披露控股子公司山西焦煤集團飛虹化工股份有限公司項目進展，山西焦煤集團飛虹化工股份有限公司(“山焦飛虹”)60萬噸/年甲醇制烯烴項目(“烯烴項目”)於2011年立項，2012年12月獲得山西省發改委核准，由公司控股子公司山焦飛虹實施。
山焦飛虹項目包括烯烴項目、100萬噸/年焦爐煤氣制甲醇綜合改造項目（簡稱“焦爐煤氣制甲醇項目”）等，總投資約154.75億元。
(一)項目投資進展及完成情況
截至2019年11月底，項目累計完成投資24.95億元，上述項目立項批覆，環評、能評等專項手續已辦理完成。徵地拆遷總佔地3130畝，其中2204畝已徵並完成拆遷清表，926畝已取得規劃指標。烯烴項目9台(套)長週期設備於2016年底全部到貨。現場施工已完成1650畝用地範圍內“四通一平”、擋牆護坡、臨時道路、主裝置地基預處理、甲醇罐區、綜合倉庫、部分地下管道建設等工作。
(二)項目進展較慢的原因
1、烯烴項目每年需要甲醇原料180萬噸，該項目初期可研報告中，甲醇原料來源為：45萬噸由公司內部供應，其餘135萬噸外購。2014年後，石油價格下降，烯烴價格隨之下降，甲醇制烯烴利潤空間減少；山西省甲醇裝置規模小，產地分散，且隨着焦化市場萎縮，開工率低，供應量不足且不穩定，存在安全運輸風險。為了降低市場風險和安全運輸風險，公司原規劃建設焦爐氣制甲醇項目和100萬噸/年煤制甲醇(“煤制甲醇”)項目，以保障烯烴項目的原料供應。
2、確定自建甲醇項目後，經過可研、論證、申報等程序，其中：焦爐氣制甲醇項目於2015 年9 月獲得山西省發改委備案，能評、環評等手續辦理完成，基礎設計完成；煤制甲醇項目於2019年2月獲得山西省發改委核准。
3、根據烯烴項目可研報告，該項目中甲醇原料費用約佔烯烴成本的80%-82%，甲醇原料的穩定供應是影響烯烴項目競爭力的關鍵因素。由於兩個原料甲醇項目的可研、審批、設計等事項，調整了總體項目進度計劃。
4、為降低投資成本和維護運行費用，提高項目核心競爭力，對三個項目一體化規劃、設計，對三個項目的總圖佈置、公輔設施進行整合優化。
5、基於煤制甲醇項目地處汾渭平原的臨汾市，煤炭消費減量替代指標、污染物排放總量指標落實難度大，結合山西省焦化產業政策，在充分考慮第三方可行性分析及專家論證意見的基礎上，調整項目建設方案，2019年9月，終止煤制甲醇項目，繼續建設烯烴項目和焦爐煤氣制甲醇項目，其餘甲醇原料通過山焦飛虹所在地周邊甲醇生產企業等途徑供應。
綜上，為了保證烯烴項目甲醇原料安全穩定供應，降低項目風險，項目規劃配套建設甲醇項目，並結合環保政策要求、山西省焦化產業提質升級和山西省焦化產業政策，對項目建設方案進行優化調整，加上前期相關可研、論證、報批程序較為複雜，烯烴項目進展較慢。
下一步計劃：山焦飛虹將在完成整體項目一體化規劃的基礎上，統籌安排進度計劃。1、山焦飛虹項目預計將於2020年底啟動建設，從EPC開工到投產，週期為29個月左右。2、公司將按照“三化一型”原則，繼續向烯烴下游項目產業鏈延伸。
